The Greek Cypriot leadership not only is refusing to recognize the 1960 Cyprus republic as it was based on the equality of the two peoples but now by modifying the constitution (which Makarios declared as dead and buried and not has been implemented since 1963) is after a unitary bi-zonal (!) federal state system that does not require guarantees.
According to them the years of 1963-1974 were normal and happy years and Turkey has initiated an attack and occupied the 37% of the island on the pretext of the coup conducted by Greece. The solution of the Cyprus problem is depending on the termination of the occupation and the guarantee agreement system that caused this occupation. This way all the refugees will be able to return back to their properties and as two constituent federal state member of EU the island will regain the desired peace.
From the Greek Cypriots leadership point of view, shortly the desired bi-zonal, bi-communal solution (single people and single sovereignty) would be under the dominance of the Greek Cypriots. Since the sovereignty and people is consisted of one, the EU norms would be implemented and Cypriots would be able to reside, possess property in anywhere in the island, the bi-zonality and bi-communality under the EU norms would enable the integration of the people.
This is how the Greeks are seeing the envisaged federal system. In Cyprus that is member of EU, there would be neither validity nor the need for guarantees.Some elements amongst the Turkish people who are supporting the meetings between Talat and Christofias are having problem understanding the federative system and are in belief that; in the North the administration will be our responsibility and are supposing that the guarantees would continue, and this view is causing great excitement for the Greek Cypriots to demand further leniency from Turkish Cypriots and Turkey and enticing the US and the other powers to become more adamant on applying further pressure on Turkey for extra concessions.
From the scientific point, the federations are the unification of states or groups under a central authority. The states and groups transfer some of their rights of sovereignty to the Central Authority but they possess and implement the remaining authorities themselves.
The envisaged solution would not have caused too much of discontentment for the Turkish side if the negotiations between Talat and Christofias had begun by taking in consideration the realities that exist in the island.
In order forming a Central Authority the two people of the two states would use the remaining authorities themselves after transferring some of their sovereignty rights to that Central Authority. Contrary to this Mr. Talat before the negotiations had announced that he was not after separate sovereignty and separate statehood.
Christofias did not waste time to capitalize on this mistake of Mr. Talat and as a result he became more insistence on amending the constitution of 1960 unitary state. Therefore now as it stands the Turkish negotiating side under the leadership of Talat is not able to include the relegation some of the authorities of the Turkish Republic of Northern Cyprus to the anticipated Central Authority and retantion the implementation rights of the remaining authorities by the Northern Cyprus Turkish Republic.
So, what are they saying instead?
They are saying the foundation states will be equals. In fact there is no foundation state; by amending the constitution, will be created two provinces two constituent states- and within the accordance of EU norms, the settlement, property acquisition and political rights will be wide opened for all the Cypriots.
All along, in the meetings that was carried out with Kyprianou, Vasiliou and Clerides the Turkish Cypriot side did not concede on those three rights. It was insisted that the Central Authority would be formed by the two sovereign administration and the remaining authorities would be used by the sovereign two foundation states; therefore, the political equality had to be based on equal sovereignty and every state would have to have their sovereign boundaries, and the settling of the foreigners would have to be subjected to quotation and the factual guarantees effectively would continue. For this reason the Greek Cypriot side that had been taking part in the negotiations as a political manoeuvre, did not agree to sign an agreement with the Turkish side.
Now, we would like to know what kind of concessions were given to get Christofias to sign an agreement with us who openly declaring his red line and saying I am attending the negotiations to get the Turkish army out of the Island . Since Mr. Nami now is claiming that they have agreed on many subjects; it became necessary that Mr. Talat has to explain the subjects that they have agreed on. We must know the realities, if any abnormality it is our duty and right to submit our position. This single people and single sovereignty formulae is sufficient to rise the public tension to a peak.
Stop stumbling and note that it is our right to know the base of the federal system that is being negotiated.
