WATCH THOSE GUARANTEES
In 1960 the talks were heated up and everyone involved in negotiations was focused on the Guarantee agreements.
The Guarantees were not negotiable and could not be taken on the agenda for discussions.
The reasons of the Greek Cypriots attacks on Turkish Cypriots were to attain their eternal aspiration ENOSIS and ridding the guarantee agreements.
In the past negotiations as long as the Turkish side did not put the guarantees on the table, the Greek Cypriot leadership had been abstinent putting their signature on the finally agreed settlements.
At the last stage of the Annan plan during the last meeting held in Switzerland the sides must have put this subject on the table, because the Turkish Prime Minister Erdogan probably must have thought there would be an agreement in the horizon and in order proving the good faith of the Turkish side forgetting (ignoring) Turkeys permanent rights of 1960 agreements said;
the departure dates of the military contingents every three months should be put on the negotiating table.
This was the second and most important concession that was given by the Turkish side. The first one despite the 1960 agreement was the Yes votes of Turkish Cypriots to the Annan plan which secured the Greek Cypriots the EU membership ahead of Turkey.
In order to keep Greek Cypriot leader Christofias happy in 2004 the Guarantees were taken up on the agenda together with one state, one people, and single sovereignty formula. That is to say the Turkish side were willing to change the Guarantee agreements.
All along we knew the intention of Greek Cypriots that they had the guarantees on their national program, yet our negotiators accepted taking the guarantees on the agenda for discussion.
I distinctly remember Mr. Bryza asking the Turkish side (in the name of US) to change their proposals so that the Greek Cypriots could accept them.
By the time this article went on Turkish Forum Alexander Downer, the UN representative would finish his consultative meetings regarding the Guarantees with Turkish and Greek governments and returned to the Island.
We know the Greek Cypriot administration as a EU member, on behalf of the EU would be saying for security reason there could be no foreign countrys army present in a EU country and there is no need for guarantee agreement, the island must be demilitarized, on this subject the representatives of AKEL and CTP have agreed and the intention of the negotiations were to amend the Turkish proposals to be accepted by the Geek Cypriots side therefore it would not be difficult to guess what they would be asking from the Turkish side.
No wonder the so called friendly countries have already begun their inquiries.
Their directed questions are;
1. The Greek Cypriot side is saying the EU membership is sufficient guarantee What do you say on this subject?
Our Answer should be:
We do not trust the guarantee undertaken by EU. You have not kept any of the promises that you have alleged during the Annan plan and despite the No vote of the Geek Cypriots you have made them EU member forgetting their credentials that were decorated with mass- graves and that you have turned a blind eye to their lies and usurper policies that destroyed the 1960 agreements by disregarding the rights of their constitutional partner.
2. In that case what would you say for a NATO force that comprised of Turkish soldiers?
Our answer should be;
The Guarantee agreements of 1960 are the agreements that secure the power balance of Lausanne Treaty between Turkey and Greece and are national guarantees. The agreements are aimed to protect and maintain the agreed internal and external balances of 1960 Cyprus republic. In order ruling the whole of the Island If the Greeks did not resort to arm and Greece fulfilled its guarantor obligation these guarantee agreements would not pose any harm for any side and there wont be need for another guarantee argument. Since you are saying guarantee is needed you must not touch those guarantees that served its cause and prevented the wholesale annihilation of the Turkish Cypriots.
3. In that case the guarantor rights of Turkey should apply to the Turkish Cypriots; the Greek Cypriots see the EU guarantee as sufficient for them.
Our answer:
The guarantees are not for the protection of Turkish individuals alone, but are also for preventing the unification of the island with Greece. It protects the existing rights of our people in the sovereign and independent partnership Cyprus republic. These rights became embodiment within the structure of TRNC.
If the factual and effective guarantees of Turkey;
Would cover the TRNC alone;
The unification of Greek side with Greece (ENOSIS) was accepted;
The 1960 agreements would protect the power balance;
And approved by Turkey;
The formula probably would receive the approval of the Turkish Cypriots side as well.
However I am repeating; despite the inhumane actions of Greek Cypriots if the factual and effective guarantees of 1960 agreements had been helpful, it must be considered the guarantees have served its purpose. We find hard to understand why those envoys of US, GB and others are spending their times on this matter the time when clearly they could see that the Greek side did not waiver one inch off their national target ENOSIS.
Yes my dear brothers the guarantees unfortunately have formed one of the items of the agenda of the negotiations. It is pity, everything for our favour one by one is being wasted and as a show of good will step by step we are advancing towards submission.
