| TURKEY MUST ABANDON HER POLTROON AND TREMULOUS CYRUS POLICY
The strong reaction of Prime Minister Dervish Eroglu in regard of Cyprus policy, his response to President Talat, the disclosures of Greek Cypriot leader Christofias and the ones he could not disclose are great concern of our people.
It was alleged that in Ankara there has been meetings in search for a middle-way.
In this sense we hope Cyprus National Cause would not be sacrificed within the anticipated developments implementations.
According to the news, the Turkish Foreign Minister Davutoglu had a meeting with ambassadors who served in countries that directly are involved with Cyprus issue.
Messages we are getting from the media, the negotiations between Talat and Christofias either will continue or the Turkish side will work on the acceptance of two sovereign states.
A visit is expected from President Talat and the Foreign Minister of TRNC Huseyin Ozgurgun in order to attend a meeting with Turkish government officials in Ankara. The meaning of this also is to tie the hands of Eroglou government. By excluding the UBP government Talat so far has been able to continue the negotiations as he pleased. However from this time onwards Ankara government must do something about these meaningless initiatives of president Talat, because in TRNC the people would not accept policies decided by Talat alone the result of the 19 April 2009 elections was in fact a message to Ankara government in that regard.
According to Prime Minister Eroglu the negotiations are continuing because of international repression, whereas, he appraised the negotiations result as this moment the solution is far from being solved. The negotiations with Greek Cypriots are not going well, the recent negotiations on property and land issues has brought the meetings to a breaking point and he pointed out on the separate state demand of 85% of the TRNC people and said;
The US government, EU and Security Council of UN constantly reminding for continuation of negotiations, whereas, so far there has been many agreements reached but due to intransigence of Greek Cypriot leadership, signing the agreement became impossible.. When I was TRNC Prime Minister with my initiation the TRNC parliament had adopted the agreement proposal that was put forward by Perez de Cuellar, the Secretary of UN at the time. What happened at the end? The Greek Cypriots had refused and nothing has happened and he underlined the followings:
Yes we have asked Talat to continue the negotiations, but we did not ask him to sign anything and everything that he decides himself; during the negotiations Talat must listen to the demands of his people and not his own. We have reached to this predicament by abiding the necessities of conjuncture. Kosovo has become an independent state and recognized by many nations including Turkey; on the other hand Russia has recognized the Ossetia and Abkhazia that broke away from Georgia, therefore why the UN, US, EU and Russia in particular are solicitous about the existence of two states in Cyprus?
On the other hand the Greek Cypriot leader Christofias has submitted a Constitutional Solution Frame to the Greek Cypriot National Council.
At this stage it worth revising all the points that Christofias submitted for Greek Cypriots National Council perusal, which were:
1. Single sovereignty: That means the state has to be one, therefore, all the integral federal states are sovereign.
2. Internationally one representation: In every country that is internationally represented the sovereignty exists. According to the international laws, the international representation means it represents only the state and not the zones. With reference to the shape of Belgium the Turkish Cypriot side is demanding to have rights to make international agreements on everything within their zone.
3. Single Citizenship: In a federal state many people come up with internal citizenship and this neither cancels the one citizenship nor has any relevance with it.
4. Federation: Every federation is consisted of at least two zones which everyone of them has their internal organs such as government, parliament, and courts; whereas in unitary state system the zones have to go by the rules of unitary state and this is the difference between the system of federal and unitary governments.
5. Bi-zonality:
a. We are demanding independent, non aligned bi-communal federal republic.
b. The land that would be under the jurisdiction of each community must be dealt with scope of sustainability of the economy, productivity and acquisition of property.
c. The free travelling, settlement and land acquisition and other problematic issues that might pose problem in the foundation of federal system and practical questions that might be brought forward by the Turkish Cypriots are opened for discussion.
6. Bi-communality: This item is not new and there is a clause in constitution of Cyprus government.
7. The political equality: The comprehensive solution frame that was determined by the United Nations is relatively simple.
8. The transition of Cyprus Republic: There are two kinds of formation of federation; Our unchangeable thesis and necessity of securing the future of our Cyprus republic and refuse the virgin birth, however Talat has promised that he has given up insisting on that (Parthenon birth-virgin birth).
The points mentioned above was known all along by Talat but, during negotiations he failed submitting the Turkish sides red lines and kept insisting on his concessive policy. The 1960 agreement was a partnership agreement and the Greek Cypriots using force expelled their Turkish Cypriots partners from the government. At the moment our aim is to prevent the occurrence of the same in the possible new solution, but Mr. Talat for some unapparent reason has been working on solutions that will put Turkish Cypriots in worse position than that of 1963.
We have to wait and see the result of Ankara meetings. Are the poltroon and tremulous policies going to form the links of the negotiations? Or, are we going to see a policy exemplifying from the 1963 incidents and insist on coexistence of the two states?
The people of TRNC must prepare themselves for the worst, because the foreign powers are waiting like hawks, therefore I cannot see a western power to agree on an agreement that might jeopardise their influence in this strategically important energy basin.
