The part of this segment of the show is where Burt Rutan talked about replicating the space port between the earth and the moon as was seen in the film, "2001" If you haven't seen that film then this is what the space ship looks like. It is cylindrical and revolves around a hub like a bike to create a gravitational effect.
What Rutan wants to do is put water in this space ship. He said that with swim fins that one could get going so fast that they would be above the water swimming. Now imagine if you took a jet ski onto this ship and did a tow with a surfboard in outer space inside this cylindrical spinning space ship. What a cool ride that would be!!!
