Buffalo should not deny water service to anyone

Water should not be grouped with commodities such as oil and electricity. As an essential component of life, no entity should have the right to withhold water from any individual. Shutting off water to those who cannot afford to pay crosses the line of being unethical. Buffalo must formulate a new water delivery/payment system. One that could work would employ a graduated pay scale. Every residence, based on the number of individuals domiciled, would receive a fixed amount of free water for basic survival needs. After this, the cost would increase every X number of gallons. For those who use excessive amounts, higher bills will ensue. Cutting off those most in need of the most basic services is a terrible idea.
