Having a problem with the "hairspray" method>>>>>

OK Experten, what am I doing wrong??

I cannot get the acrylic white to "chip" off like I saw in several of the videos.
Here is what I have done:
1) Painted model as normal using enamel paint.
2) 2 coats of gloss clear enamel, let dry
3) 3 coats of hairspray administered thru my airbrush and let dry.
4) thinned Tamiya flat white acrylic paint applied via airbrush and left to dry like the videos state.

I then took a stiff coarse brush with warm water as directed and it will just not remove any of the white paint what so ever. I brushed it so much and so hard that it eventually just wore a hole thru the white. Nothing near what it should be doing.
Fortunately I have several 1/350 USS Missouri hulls in which I am experimenting on before I hit my Tiger.
Ideas Guys??
