Dragon's Premium Edition kit is a rehash of their older M51 and still contains probably the poorest version of an M4A1 hull in 1/35. The contours around the driver's hoods are just plain bad, and the texture looks like peeling paint on an old barn. For the most part, the kit has a lot of good detail, though. The suspension is very complex, and in the end none of that really shows on the finished model. The turret is okay but the gun muzzle is not good at all. You do get photo etch for the track guards and fittings, if that is a big deal to you. Probably the best part of the kits are the excellent DS tracks, although you have to glue the center guide horns on one at a time. The tank itself sort of represents a mid to late 1970s upgraded M51 so if you want to model one from the 67 or 73 Wars you need to modify the engine deck and rear hull panels.
Tamiya's kit is, for the most part, all new tooling as the chassis, suspension and turret are brand new and the upper hull comes from their recent M1 Sherman. Detail is a bit simpler but what you get is good and accurate. Fit is good too. There is nothing really "wrong" with the kit, unlike Dragon's. The gun muzzle is much better too. Tamiya's suspension is more simplistic but looks ok when finished. Tamiya's vinyl tracks are not "bad" but not as good as Dragon's. You can buy the Dragon DS tracks or some AFV link tracks if you want to replace the kit ones. Buying the Tamiya kit from overseas like from Lucky Models will save you at least $20 too compared to most US prices. I think it runs about $40. I think its a nice, solid, easy to build kit. If you want to spend time detailing it up more, you can.
