Decal Soft assistance needed

Hi guys
I have ordered my first bottle of Decal Soft, A mate suggested I get some to use to "remove" the reflection of Decals.

My question is: Do I add the Decal in the normal way first (soak in water then place on the kit) and once positioned do I then Add the Decal Soft while still damp or do I let the Decal dry?

Any help / information would be much appreciated.
