A friend of mine just got some decals from Revell (USA) and it took them about 10 days. In the past, I had contacted Revell Germany directly for replacements, and they were quite quick. Now Revell (USA) handles their parts service. With Revell Germany I had to mail the actual kit instructions (not a copy) with the missing or damaged parts indicated in red ink. They returned the instructions with the replacement parts.
I would do as Revell suggests...
Dragon asked me for a photo of a MISSING part so they could provide a replacement... that was stupid.
