In concrete terms, fascism is a state-run dictatorship - Nazi Germany and Castro's Cuba are 2 clear examples.
In conceptual terms, fascism can be any instition that controls people based on fear, intimidation, humiliation, and oppression.
People are learning to be fascists while avoiding the fascist label. It would be a mistake to let them "weasel" out of their chosen distinction for purely semantic reasons.
