Nah, I don't think it is a good idea. The article I found suggested it is more weather based. But sheesh, then we're going to have people going 10 kmh in 50 zones. I get annoyed at that too. People that are so scared to drive in some ice and snow. Take a cab. Take a bus. Don't drive if you're too scared.
