chose another apostle by the rules of chance. I think it's in Acts...cast lots:
Acts 1
24 And they prayed, and said, Thou, Lord, which knowest the hearts of all men, show whether of these two thou hast chosen,
25 That he may take part of this ministry and apostleship, from which Judas by transgression fell, that he might go to his own place.
26 And
they gave forth their lots; and the lot fell upon Matthias; and he was numbered with the eleven apostles.
I believe God is the author of natural law...probability and chance being a part of that natural law. I do think also he will intervene in his own law on occasion to answer a prayer. But I think it is true to say that God invented the laws of probability otherwise known as 'luck'.
