that Johnson was right in the thick of things. He knew it would happen and he assisted it in every way possible.
One theory has it that Robert Kennedy had set the entire thing in motion as a very secret clandestine operation to kill Castro. Instead, the buggers switched the operation over to kill JFK .. and THAT is why Robert never DID anything about it. It was like a "blowback" which he hadn't counted on but then didn't dare to expose either ... because it would have ruined any chances for his own political career.
I kind of think there might be some truth in that. I always wondered WHY the Kennedy family (including Jackie) all took the assassination so "well". Robert Kennedy was still Attorney General, after all ... and you'd think he would have raised hell immediately.
