Renting a couple of people a room isn't a crime. I'm not sure that it would not be a crime to turn them away, just because of some "suspicion".
I think the bottom line is that whatever takes place in that hotel room is not the responsibility of the desk clerk, or anyone else in the hotel. If a crime is being committed that impacts other guests, then hotel security and the police may become involved.
The bottom line though is that the clerk is not breaking any laws in Canada, and only an idiot or an anonymous flamer (not that the two are mutually exclusive) would suggest otherwise.
