D3 does not give athletic scholarships so your friend must be on academic aid. For a girl it all comes down to where you are willing to go. If you are willing to go to a small religious school in Kansas your times dont have to be that fast. So first you need to ask yourself where you are willing to go and then from there you can figure out times.
