90 psi on the low side input to actuate the booster and at least 500 psi in a tank on the high pressure input side.
The scavenging he refers to is on the high side input or your SCUBA tank.
Being able to take say a SCUBA tank with 2000 psi and top off your Haley or Quackenbush to 3200 psi multiple times.
