...(no gift or sales tax that way), submitting the "Notice of Transfer and Release of Liability" form online at www.dmv.ca.gov/ and printing out the confirmation before handing over the keys. Seller is not required to verify purchaser's DL to transfer ownership, and purchaser does not need a DL to buy the truck. If he decides to drive it without registration, DL or insurance, that's on him, not your Dad.
Have Dad make out a Bill of Sale for the $1 and give S-I-L a copy, but also keep S-I-L on the hook for whatever Dad really wants for the truck via some separate contract (S-I-L to pay F-I-L $xxx/mo for advice on how to avoid being a BUM, etc.).
Your Dad many never get his money for the truck, but at least he won't be on the hook for 10x its value if S-I-L does something stupid with it.
