Baby does it his way with Burger King birth
Manager, father help delivery in restroom

A special order didn’t upset a Burger King manager
Tuesday when a customer asked her to call 911 because
his fiancee was in labor.

The ambulance didn’t
arrive in time so manager
Heidi Shalaby, 31, helped
deliver George Velasquez
II on the floor of the
restaurant’s bathroom at
3:30 p.m. Tuesday.

In fact, the birth took less
than five minutes, about
the time it takes to order a
Whopper and be served.

“I’m only trained in food
safety, not in delivering
babies,” said Shalaby, who
has managed the 4004
Cleveland Ave. Burger King
for five years. “I did what I
could to help.”

Celicia Reeves, a nurse at Gulf Coast Hospital, said
Shalaby and Jorge Velasquez did everything “just right”
when delivering the 7-pound, 10-ounce baby.

George Velasquez II was born healthy — one day past
his due date. His mother, Lucila Velasquez, 30, was
tired, but uninjured.

Paramedics arrived just as Shalaby and Velasquez
cupped their hands together and caught baby George.

“I was in pain, but I was not scared because George was
there,” Lucila Velasquez said from her hospital bed as
she munched on graham crackers and sipped juice.

The new father was the most worried of the trio.

“I saw my son coming, and I didn’t know what to do,”
said Jorge Velasquez, 35, of LaBelle.

His and Shalaby’s natural reaction — to cup their hands
and wait — was the right thing to do.

The baby slid easily into their hands.

Velasquez, who has a 9-year-old daughter and a
10-year-old son, wasn’t worried when she felt her first
labor pain Tuesday afternoon. Her previous births lasted
21 hours.

She called her husband at work, who rushed home to
take his wife to HealthPark Medical Center, a trip of more
than 60 miles from their LaBelle home. Still they weren’t
worried.

On the way to the hospital, Velasquez knew she’d never
make it.

“Pull over,” she begged her husband. “It hurts too much.”

The closest driveway was the one into Burger King.

Velasquez ran into the cramped, two-stall bathroom, and
her husband yelled to an employee to call an ambulance.

Shalaby dialed for help, as she followed the couple into
the bathroom.

“I had one hand on the
phone, and the other out to
comfort her,” Shalaby said.

At the 911 dispatchers’
direction Shalaby and
Velasquez moved Velasquez
off the toilet — the new
baby could drown if it landed
in the toilet — and onto the
cold tile floor.

“My whole body was
shaking,” Shalaby said. “I
was very nervous, I wanted her to be safe and her baby
to be safe.”

Dispatchers via Shalaby told Velasquez to breath slowly.
Perhaps paramedics could arrive there in time.

George Velasquez II had other ideas.

Velasquez took two breaths before the baby slid into the
world.

“He came so quick,” said Shalaby, a mother of three. “It’s
the fastest delivery I have ever seen.”

Paramedics arrived just in time to clear baby George’s
airways and cut the umbilical cord.

It happened so fast, customers didn’t know what was
going on until they heard the baby George cry out for the
first time.

Then, everyone crowded around to welcome the newborn.

In the frantic moments after the birth as paramedics
rushed the newborn and his mother to the hospital, with
Velasquez close behind, Shalaby didn’t even get the
name of the new parents.

“I wasn’t concerned about their names, only about their
health,” she said.

Shalaby did tell them that their baby should get free kids
meals forever.

Velasquez and her son will stay in the hospital 48 hours
as precaution. Then, his parents plan to take him
visiting.

“We’ll go see the paramedics and the manager of Burger
King,” Jorge Velasquez said. “We want to say thank you
for their help.”

I, like many inguiring minds made the effort to view the Connie-Condit-Chat. Just as I saw a besmirked Connie telling us she bagged the "get" interview, in moved a thunder storm. This storm knocked my satilite out for the first ten minutes of the CCC. However judging from the remainder I did get to watch, I didn't miss anything. Some people say Bill Clinton didn't leave a legacy, I beg to differ. This interview was straight out of Slick Willie's play book. The sad thing about all this (other than Chandra) is California
is probably the only state in the union that might just reelect this jackass.

I watched the interview

My impression is that Condit is still trying to hide something while acting like the proverbial family man. To my pleasant surprise, Connie Chung pressed him a lot more than expected, but she still got no more answers. However, by her continuing to press him, we were treated to the real Gary Condit; a man every bit as evasive as Bill Clinton.

Mad scientist says man-beast hybrid beyond talking stage

Melding man and beast may sound like the stuff of science fiction, but it's not.

Amid all the advances in genetic manipulation, the idea of combining the DNA of animals and humans
has gone beyond the talking stage -- it's been attempted.

Indeed, many scientists and academics are wondering how far it might go and what the ethical
implications would be. If a human were crossed with a chimpanzee, for example, would it still be
human? And if not, then what would it be?

The first publicized case of animal-human hybrids took place in 1996 when Jose Cibelli, a scientist at
the University of Massachusetts, took DNA from his white blood cells by swabbing the inside of his
cheek. He then inserted the DNA sample into a hollowed-out cow egg.

Cibelli's experiment came to an end after a week of growing the cell mass, he told scientists earlier
this month at a panel meeting of the National Academy of Sciences in Washington, D.C.

This raised the question of what might have emerged had the cell mass continued to develop.

"As far as we know, it would still look like a human being, but some of the characteristics of individual
cells might be slightly different," said James Cross, a molecular biologist at the University of Calgary
who attended the meeting.

If such an embryo could develop, he said, the result would resemble a human being but carry bovine
mitochondria, the energy-producing component of every cell. This is because the cow's egg shell, or
cytoplasm, contains genetic materials known as mitochondrial DNA.

"This suggests that we can create new human-animal species," said Jeremy Rifkin, biotechnology critic
and president of the Washington-based Foundation on Economic Trends.

Rifkin called the experiment "the most extraordinary single development in the history of
biotechnology."

Such experiments have become public only when the makers of hybrids, who fund their operations
through investor capital, apply to patent their inventions.

In partnership with Massachusetts-based Advanced Cell Technology, Cibelli came out from under a
shroud of secrecy in 1998 when the firm applied to patent the alleged invention.

Last October, Greenpeace Germany dug up a patent claim for a similar human-animal hybrid, only this
time it involved a pig. U.S.-based Biotransplant and Australia-based Stem Cell Sciences grew a
pig-human embryo to 32 cells before ending its life.

"If the embryo had lived, it would be 95% human," said Michael Khoo, a genetic engineering
campaigner for Greenpeace's Toronto branch. "The possibilities are not only frightening, but it's
unknown just how many other similar patent applications are out there."

Meanwhile, critics and futurists are having a field day speculating on the future of biotechnology.

"Chimpanzees share between 95% and 98% of our genes, so the prospect of creating a
human-chimpanzee hybrid are highly probable," Rifkin said. "The question becomes: What percentage
of human genes will it take before human rights kick in? Would a hybrid have to look and talk like a
human before it can get human rights?"

While the concept of making and owning such a creation for 20 years under patent law is controversial
to say the least, the science behind combining animal eggs and human DNA could be useful, said
Cross. "In the case of Dolly, it took 277 eggs to get the sheep. In normal IVF programs, the number of
eggs you get usually ranges between five and 10. So, to solve a potential shortage, some scientists
have considered using an egg from a different species to house human DNA."

While such an attempt to improve the egg supply may be scientifically possible, people are not ready
for such a brave new world which involves crossing the species barrier, said Diane Cox, who chairs the
medical genetics department at the University of Alberta. "Right now, technology is way ahead of
ethics. The Canadian population is worried enough about relatively trivial things, let alone such a
bizarre concept."

Bald eagle attacks three-year-old girl

HAMPTON BEACH, N.H. -- A bald eagle that clawed a young girl and harassed other
beachgoers since late last week was captured Wednesday.

Police say the eagle was caught by an animal control officer in Salisbury, Mass., near the New
Hampshire line, and was brought to the Coastal Animal Clinic there, police said.

Its identity was confirmed by using a photograph, police said.

The eagle, which has a 6-foot wingspan, had been released into the wild from a North Carolina
wildlife reserve and had been menacing people since Friday. On Sunday, it slightly injured a
girl and two adults.

On Tuesday, the eagle swooped down and clawed a 3-year-old girl on the back. Kayla Finn of
Albany, N.Y., was running down the beach near two other children playing football. Her father
brushed away the bird. She did not require medical attention.

"Other beaches have sharks, but at Hampton, we had to be different," said Peter MacKinnon, the
town's animal control officer. "We had to get an attack eagle."

The bird spent most of Tuesday perched on chimneys and rooftops, sidestepping officials each
time they came close.

The bird, which is about 14 months old and still has brown feathers on its head, posed little real
danger to humans, officials said.

Beachgoers made the situation worse by feeding the eagle, officials said. "He associates people
with food and that's the worst possible situation for a wild bird," MacKinnon said.

Because the eagle was attracted to footballs, officials later tried to lure it to the beach by tossing
around a small green football. The eagle stayed out of the game.

"It's not acting like an eagle, it's acting like a pigeon," said state wildlife biologist Eric Orff.

Some of the spectators criticized the officials' tactics.

"It's too obvious for him, the people with the bait down there," said Jonathan Joiner, 14, of
Boston. "I don't think he's that stupid. He's up there laughing."

Germans are getting a buzz, and it's not from alcohol

Mysterious maddening buzzing probed in southwest Germany

KARLSRUHE, Germany, Aug 22 (AFP) -

Hundreds of people in Germany's southwest are being driven to distraction by a mysterious nocturnal buzzing noise -- seriously enough for the local authorities to decide to investigate the matter scientifically.

Many have been complaining of racing pulse and fatigue along with a sense of excitation and uncontrollable muscle quivering during their resulting insomnia.

"Often at night I feel as if my bed were electrically charged. The pillow, the mattress and my whole body vibrate, and the only thing you want to do is to be able to turn off that sound," said one of the sufferers, Carmen Mischke.

From Lake Constance to Heidelberg, the environment department of the Baden-Wuerttemberg state government has been hearing similar stories from people over nearly 24 months.

Now the authorities have commissioned the physicist Henriche Menges to take a closer look at ten out of 300 homes which have reported the phenomenon.

If one were to believe the authors of the German website http://www.raum-und-zeit.de , the source of the mysterious buzzing sound in the ears of afflicted citizens is a US military project named HAARP based in Alaska.

There the US military are supposed to have built a kind of giant energy accelerator whose electro-magnetic waves could be used as a super-weapon to "make a nation dance on one leg" or drive a whole city of people insane.

Menges has no time right now for such fantastic-sounding theories. "We are starting off with the likelier explanations and leaving the more speculative ones aside," he answered politely when asked what he thought about that particular idea.

The scientist is tracking down the buzzing equipped with a microphone and sensors able to detect low-frequency vibrations.

He said that such deep buzzing sounds could come from diesel motors, aircraft, waterfalls or compressors as used in refrigerators and air-conditioning equipment. But wind blowing over chimneys could also act as a giant organ pipe, he said.

The human ear can detect sounds as low as 20-40 hertz, and the microphone Menges and his team are using can detect sounds as low as eight hertz, while the vibration sensors are sensitive to as low as three hertz.

This is important because human internal organs are sensitive to vibrations as low as between six to 12 hertz and can detect them.

Menges believes that the buzzing or booming is due to sound waves because of the sensitivity of people's ears and abdomens to them. He has ruled out electromagnetic waves such as those emitted by portable telephones because they are nothing like enough intense enough.

Low-frequency sound waves on the other hand can be propagated over a distance of kilometres (miles) and can even pass through thick concrete, making identification of the source difficult.

Work in Germany on measuring the phenomenon is expected to continue into the autumn.

Whether the mystery will be elucidated is uncertain, even for Menges. A similar one in the small town of Taos in the US state of New Mexico was investigated in the early 1990s without result, he pointed out.

A "Working Group for Investigation of the Buzzing Sound", which says people in the Saarland and North Rhine-Westphalia regions of western Germany have had similar experiences, reckons that the cause is likely due to low-frequency sound vibrations.

However it says that a "very long-frequency electro-magnetic field" of between 0.5 to 50 hertz has also been measured in the region and could point to an explanation.

The Rev. Jesse Lee Peterson, founder and president of the Los Angeles based Brotherhood Organization of a New Destiny, is no fan of the liberal civil rights establishment.

He's called for a national day of repudiation for the media's favorite civil rights leader, the Rev. Jesse Jackson. And he's even demanded that Jackson drop the title "Reverend" after admitting he fathered an out-of-wedlock baby while he was cheating on his wife.

A more recent target of the Rev. Peterson's ire is the National Association for the Advancement of Colored People, which he says no longer even tries to deal with the "real problems" of the black communtiy.

Peterson has called for a boycott of the NAACP, calling it less a non-partisan civil rights organization than the African-American wing of the Democratic National Committee.

This week the Rev. Peterson released a list of ten reasons why he thinks Americans should boycott the nation's oldest civil rights organization.

1) The NAACP has sold out its original intent: Where the organization once sought to give black Americans a helping hand, today the NAACP is squandering its mantle of leadership through petty, partisan and even racist activities.

2) Absent Fathers: The suicide rate for young black males aged 10 to 19 increased by 114 percent since 1980. Where are black fathers, and where is the NAACP?

3) Out-of-wedlock Births: Over 70 percent of black babies are born out of wedlock, compared to 26 percent of white babies. Where is the outcry from the NAACP?

4) Abortion: Black women are three times more likely than white women to have an abortion. There are 1,452 black children aborted every day. What is the NAACP doing about this?

5) Education: Forty-four percent of black Americans over the age of 15 cannot read. Sixty percent of black fourth-graders cannot do basic mathematics. Calling the NAACP!

6) Crime: Murder is the leading cause of death for black men between the ages of 15 and 34, and 90 percent of these murders are committed by other blacks. Where is the NAACP?

7) Illegal Immigration: Illegal immigration has exploded in the United States in recent years, pushing blacks out of their neighborhoods, schools and jobs. The NAACP refuses to take action against this.

8) Voting rights for Violent Offenders: The NAACP is in favor of restoring voting "rights" for millions of muderers, rapists and other violent criminals!

9) Dangerous Alliances: The NAACP consistently aligns itself with political parties and politicians who work against the best interests of the black community.

10) Guns and Blacks: The NAACP has filed a class-action lawsuit against gun manufacturers, in effect blaming them for black-on-black crime. But statistics show guns don't kill black people, other blacks do.

Fish, like people, need oxygen to live.

A fish out of water, is a fish out of its element. A fish comes fully equipped with a pair of gills, which it uses to breathe under water. The gills extract life-sustaining oxygen from the hydrogen in the water molecules, in order to regulate the amount of oxygen intake. This maintains the necessary balance of the two components of water for the fish to survive.

When a fish is taken out of water, and exposed only to air, not to oxygen and hydrogen containing water, its gills are unable to control the oxygen intake, the delicate balance cannot be maintained, and the gills inhale a lethal overdose of oxygen. The fish essentially experiences death by "drowning."

WASHINGTON (AP) - Rep. Gary Condit is talking for the first time about his relationship with
missing intern Chandra Levy, agreeing to a series of interviews orchestrated by advisers to try
to salvage his political career.

Condit agreed to a 30-minute interview with ABC News' Connie Chung that will air Thursday
night from Modesto, Calif., which is in his district.

He was interviewed Tuesday by People magazine, which plans to run the story in its Sept. 3
issue that will have the California Democrat and his wife, Carolyn, on the cover. The issue will
be on newsstands Friday. It was Condit's first interview since Levy, who is from Modesto,
disappeared May 1.

Condit also will talk to a television station and newspaper in California, and Newsweek
magazine, spokeswoman Marina Ein said. Condit's representatives have not disclosed the
California media outlets.

Constituents in his central California district are hearing directly from him: More than 200,000
households are being sent a mailing intended to explain his actions in the wake of Levy's
disappearance, Ein said.

She said the congressman has two goals in his interviews. ``His primary concern is to express
his personal pain with what has occurred and, secondarily, to correct the record,'' Ein said.

Aides say Condit, first elected in 1989, intends to seek re-election next year.

Some congressional colleagues have dismissed Condit's chances of re-election because of his
actions in the Levy case. But several political consultants drew parallels to President Clinton's
ability to survive the Monica Lewinsky scandal and earlier allegations of marital infidelities.

What the 53-year-old father of two has to say about his relationship with Levy, 24, will go a
long way in deciding his political future.

``He has got to be careful not to put too much focus on himself because Chandra Levy is still
missing and there is still a family that's grieving,'' said Rob Stutzman, a GOP consultant in
California. ``This is not about Gary Condit. He has to be careful not to dwell too much on his
circumstances.''

Police interviewed Condit four times. Not until the third interview, more than two months after
Levy vanished, did Condit acknowledge an affair with Levy, a police source has said. Still,
police have been adamant in declaring that Condit is not a suspect.

Whit Ayers, an Atlanta-based Republican pollster, said Condit must begin his national
television interview with an apology to his constituents.

``He's embarrassed his constituents,'' Ayers said. ``The difficulty is that there are so many
unanswered questions that he will probably not be able to answer about the disappearance of
Chandra Levy. Inevitably, the story will be incomplete, but at least people will have heard his
side for the first time.''

Stutzman said he will be looking for something from Condit that explains why he did not
immediately provide police a complete account of his relationship with Levy.

Stutzman also said it is significant whether Condit gives an indication that he still has his wife's
support.

One constituent, a Republican who says she has voted for Condit in every election, said
Wednesday that Condit has lost her support no matter what he says.

``He should have told the truth right off the bat,'' said Melva Soares, who lives near Condit in
Ceres, Calif.

For the past three weeks, during the congressional recess, Condit has remained secluded at his
home in Ceres.

Last week, aides announced his annual ``Condit Country'' fund-raiser would go on as scheduled
in October and said again that Condit plans to run for another term in 2002.

Jerusalem (CNSNews.com) - Experts in Israel Tuesday agreed with a British geologist who
says he's found evidence to back the biblical account of the destruction of Sodom and
Gomorrah.

Retired British geologist Graham Harris believes that the cataclysmic event was not the result of
God's wrath, but rather can be explained by natural causes.

The Bible says that God destroyed the two cities because of their depravity. The term "sodomy"
derives from the practices of their inhabitants.

"Then the Lord rained upon Sodom and upon Gomorrah brimstone and fire from the Lord out of
heaven; and he overthrew those cities, and all the plain, and all the inhabitants of the cities, and
that which grew upon the ground," it says in Genesis 19:24-25.

Harris believes that Sodom and Gomorrah were built on the shores of the Dead Sea as part of
the trade in natural asphalt, which was used at the time to waterproof boats and to join building
stones together.

However, the area sits astride two subterranean tectonic plates, which move in opposite
directions, making the ground unstable and sensitive to earthquakes.

Geologists and archeologists say there is evidence to suggest that there was a massive
earthquake there four and a half thousand years ago, which is the time the Bible records the
cities were destroyed.

The earthquake would have ignited flammable methane pockets under the Dead Sea, Harris
believes, turning the ground into quicksand. A resulting avalanche would have swept the two
cities into the sea.
Eminent geologist Professor Harvey Blatt said on Tuesday that Harris' theory sounds
reasonable.

"It certainly sounds like a possibility [although] he hasn't proved it at this point," Blatt said. "In
principle it's testable by drilling."

If the remains of the towns are not buried too deep, ground penetrating radar could be used to
provide data about what is buried there, he said.

Most of Biblical accounts of turbulent physical events have a geological explanation, Blatt said.
As to why certain events happened at a particular time, that is a question of faith, he added.

Petra Heldt, director of the Ecumenical Theological Research Fraternity in Israel, said she
respects the work of the geologists and wouldn't be surprised if Harris theory was correct.

The Bible spoke in the language of the people using "metaphor and interpretation," said Heldt.

The interpretation about Sodom and Gomorrah was that it perished because of sin. Someone
who believes in the Bible would accept that interpretation, Heldt said.

According to reports, experiments conducted at Cambridge University have lent credence to
Harris' theory. However, it can only be proven conclusively if the remains of Sodom and
Gomorrah are ever found under the Dead Sea.

The nature of the sea and surrounding area - the lowest point on earth - makes exploratory work
there extremely difficult.

This is an interesting theory, I believe every event in the Bible can be explained by a natural occurrence. Was any mention made of Lot's wife being turned into a pillar of salt as they fled the destruction? My guess it would have something to do with the close proximity to the Dead Sea.

and it was great! Mural looks fantastic! The interviews were really good. Were you one of the artist that spoke? How much longer do you expect before the whole mural will be finished? I noticed as the interviewer indicated that you all are to the point of painting with the fine brushes and putting in some detail work. How was it decided who would paint each different section? I remember one lady said that it was her first time painting on brick and she had to make some adjustments because she was used to canvas. Another student commented that she had already been approached to do some more work after she is finished in Clintwood. One lady commented that she had been there from the first and expected to stay until the last brush stroke. I know there was a guy that was interviewed and got the impression that he was kind of the coordinator.

Told you I watched it.

We are not for sure on the finished product as of yet, yes I am one of the students who is working on this project. I am happy to say that we are over our halfway mark. As far as deciding who painted what or who would do what, we work as a group and actually we just do basically whichever part needs to be done, some of us are more advanced than others but, we all try our best to work together and stay together as a team, and thank you so much for your compliments it makes us feel really great about what we are doing, because it gets hot up there sometimes and we hang in there as long as we can. It's nice to know that people are noticing. Thank you again, from the whole group of us................

Shame, shame, SHAME!

I've heard (and saw) that a habitual offender was let loose on the streets of Clintwood. Although listed as a habitual offender, this individual was allowed to "run rampant" and apparently do as he pleased. He was picked up several times during this period for drunk driving, and wrecked more than once. He was also seen driving on a daily basis proudly showing his beer to all those who were watching as he drove up and down the neighborhood.

Why not call the cops you ask? They were called, on SEVERAL occasions. But did it do any good? No, it didn't. The cops would show up in the neighborhood, but he was usually well on his way. And even though he was apprehended several times, he was let go only to do it again.

This kind of apparent negligence is due to one fact. This habitual offender, who was a constant threat to all those on the roads, was buddy buddy with the members of the Dickenson County Sheriff's Office. That's right, for handing over names to make all these big indictments possible, this menace was allowed to run the streets of OUR TOWN AND NEIGHBORHOODS, and usually drunk, or so out of it on who knows what he would forget what kind of vehicle he was driving when getting gas!

Do you REALLY think that the names of a few dope dealers is worth the risk of not only your safety, but the safety of your children and loved ones? I for one do not. And I think it is a SHAME that the DCSO allowed this to take place. And when the state police were notified, they didn't even have the decency to show up!

I pay taxes like everyone else. And like everyone else, I expect those taxes to be put to good use. One of these uses being police protection. WHERE IS IT AT?! The only person being protected here, is the snitch. What's good for the goose, is good for the gander. If you can lock up the people he told on, why not lock his a$$ up too?! A bird can sing in a cage too!

This is one less vote someone will be recieving on election day, and you can count on that!

If the globalist bureaucrats of the European Union have their way, the U.S. will pay a $4 billion
penalty for daring to give tax credits to American companies.

Unless the U.S. amends a tax credit program, the EU warns it will demand that the World Trade
Organization, which has already found the United States guilty of violations of international law in
this case, levy the fine.

A panel of WTO experts ruled last month that billions of dollars' worth of special tax breaks
offered to Microsoft Corp., Boeing Co. and hundreds of other U.S. export companies were illegal
subsidies that discriminate in favor of American-made products.

For its part, the U.S. has warned the EU that seeking multibillion-dollar trade sanctions would
cause Congress to take retaliatory measures that could wreck global trade arrangements and cause
a worldwide economic crisis. U.S. Special Trade Representative Robert B. Zoellick has
compared levying any such huge EU sanctions to "dropping a nuclear bomb" on the global trading
system, according to the Washington Post. As a result of the WTO action and the EU's demands,
the Bush administration has to decide whether to appeal the decision, change the tax law or face
sanctions on exports to Europe, the Post noted. The U.S. has 60 days to appeal the WTO ruling.

"We are weighing our options," said Richard Mills, a spokesman for the U.S. trade representative.

Zoellick issued a statement saying that he has been consulting closely with both the Congress and
U.S. business executives. "In seeking a resolution, we are focusing on how to promote America's
economic interests while fulfilling our WTO obligations," he said.

Although EU officials admitted they recognize the dangers inherent in waging a major trade war
with the United States when the world economy is in a downturn, they insist that the U.S. must
alter its tax policies to conform with world trade rules.

American tax policies are not the only ones that irk the Brussels bureaucrats, who appear to have
a dim view of national sovereignty. The EU recently attacked the Irish government for lowering
taxes and has demanded that Dublin raise tax levels to conform to those in other EU nations. The
Irish, whose economy is booming because of the tax cuts, have ignored the demands.

According to the Post, if the WTO agrees with EU demands for $4 billion to $5 billion in
damages, it will be the largest fine applied by the WTO since it took over the responsibilities of
the General Agreement on Tariffs and Trade (GATT).

European Commission officials said the EU was prepared to delay applying any sanctions if the
U.S. Congress agrees to consider new legislation that would change the tax laws.

"We can hold off on this for as long as we like if we think that the U.S. is making a serious effort
to change its law and bring itself into compliance, even by the start of the next tax year," Stephen
Gospage, a senior EU trade representative, told the Post.

He said that if the United States decided to appeal the decision, the EU would press ahead by
requesting WTO permission to impose the sanctions on American exports. "We are very confident
that we can defend our position," Gospage said.

Board takes no action on ATV use along Pine Mountain Trail

WISE - County supervisors have delayed action on a resolution asking U.S. Forest Service officials to consider all-terrain-vehicle use as part of the agency's forest management plan.

At District One Supervisor Doug Mullins' request, the item was removed from supervisors' Aug. 9 meeting agenda. Mullins wanted county administrator Ed Sealover to obtain further information from forest service staff.

Mountain View ATV Club, of Clintwood, asked Wise County to support riding ATVs, or four-wheelers, on the Pine Mountain Trail, which begins at Pound Gap and ends roughly 20 miles later at Breaks Interstate Park. Supervisors raised several legal or liability questions about the idea during their Aug. 2 meeting.

During a Friday interview, Sealover confirmed he has spoke with Clinch District Ranger Sten Olsen. According to Olsen, Sealover said, the forest service welcomes comments about ATV use and other recreational activities since the agency is currently revising its forest management plan.

But the agency does have concerns about making Pine Mountain Trail a multi-use trail, Sealover said. "And I don't disagree with them on that."

Sealover will prepare a memorandum for supervisors' September meeting about his conversation with Olsen and to seek guidance on whether supervisors want to adopt the resolution.

At Mullins' suggestion, Mountain View ATV Club members attended the Aug. 2 meeting to discuss the project and answer questions. In a Friday interview, Mullins said his suggestion should not be viewed as endorsing the ATV club's proposal.

In fact, Mullins said, four-wheeler use is "not appropriate" for the trail. Mountain View ATV Club members would act properly and operate their vehicles safely, he believes. But any and all ATV riders could use Pine Mountain Trail if that recreational use is approved, he explained.

"At this point, I couldn't support what they're proposing," Mullins said. "I think we would open up the potential for a lot of misuse and abuse."

It isn't going to happen, riders will go hog wild

The more I've thought about this, the less likely I think that legal ATV use on Pine Mountain will ever become a reality. I was nearly ran over by someone illegally riding an ATV up there last weekend. I had to step aside on slick bare ground and nearly lost my footing as the ATV sped by. I noticed all sorts of off trail routes branching off down on the Breaks end, and some really heavy erosion, mud holes thigh deep and ruts knee deep. I think if it is opened up riders will go hog wild, and the existing problems will be even more extensive.

FEMA brings mobile assistance center to SW Va.

FORT BLACKMORE — Hezekiah Samuel has been on the front lines of national disasters for 15 years now. The stories are sometimes different, but he says the job objective is the same — lending help to those in dire need.

Samuel, a center manager for the Federal Emergency Management Agency, and a team of state and federal officials brought flood recovery assistance Tuesday to the residents of Fort Blackmore and Dungannon.

The one-day recovery center provided a place for citizens to speak with FEMA employees about loans or grants that could allow them to rebuild or replace property and items damaged in the July 29 flood and talk with representatives of other organizations, such as the U.S. Small Business Administration, about other forms of flood aid.

Samuel said the Scott County visit was the second stop on their tour of flood-ravaged counties this week.

The one-day recovery center will be stationed in Big Stone Gap at Carnes Gym on Wednesday, in Haysi at the Haysi Rescue Squad on Thursday, Oakwood in Buchanan County on Friday, and in Swords Creek in Russell County Saturday. Operating hours are 10 a.m. to 6 p.m. each day.

Samuel said in his many years of assisting disaster victims, he can always depend on being busy in the summer.

It’s what he calls the height of the natural disaster season.

“The rainy seasons come, and we are on the road. Hurricanes, floods, tornadoes — all those are more prevalent in the summer. So we can be anywhere in the United States as well as the Caribbean starting around June 11,’’ Samuel said.

“We’re here to help the people in any way possible. If they need help in filling out a form or just need some questions answered, we try to assist them,’’ he said.

Dungannon resident Martha Hileman retired from teaching in June and did not figure on spending the first months of her retirement in flood detail duty around her home.

Besides caring for her 88-year-old mother, Hileman, who saw Dry Creek dump gigantic boulders in her front yard, was one of several residents who came to the center Tuesday to have more questions answered concerning repairs to her home.

“I’ve been wearing cut-off shorts and soggy shoes for two weeks. Truck bed-sized boulders that I’m sure hadn’t been moved in hundreds of years were in my front yard,’’ Hileman said.

“The floods that came to Dungannon in 1977 were nothing compared to this one. We were stranded, so we had to have some people called in to take some rocks and try to restore some roads. Things won’t be the same for a long while,” she said.

“The Forestry Service has to get involved very soon on this. The amount of debris in Dry Creek right now is scary. All of those trees did not just come from private land. It came from national forest land, too,’’ Hileman said.

FEMA disaster housing assistance worker Michael Cosbar said the majority of questions dealt with concerns over transportation, housing issues such as how FEMA funds already given to home owners are to be properly used, and when funds would be coming to provide rebuilding help.

Samuel says in situations where people have had a home damaged, their patience is sometimes replaced with despair, anger and anguish.

He said his team members are prepared for those obstacles because of their experiences in the aftermath of disaster.

“Most of these guys I work with have been going out there for years, and we have to help that person out, even if they seem to yell just a bit. But we do have compassion in our heart, and we are trained to handle it and let the person realize we will do everything to help them,’’ Samuel said.

Three arrested when robbery attempt goes awry in Norton

Times-News Staff

NORTON — Three Wise County men are free on bond after an alleged weekend strong-arm robbery attempt against a pregnant woman and her friend in a shopping center parking lot.

Norton Police Chief Sam Mongle said the three men were charged with attempted robbery and conspiracy to commit robbery after the incident Saturday in the Norton Wal-Mart parking lot about 10:40 a.m.

Randall E.M. Gilliam, 18, of Apt. 59, Inman Village, Appalachia, tried to grab the purse of the pregnant victim while she and another woman were walking in the parking lot, Mongle said. The other woman was not robbed, he added.

The pregnant woman wrapped the purse strap around her hand and pulled as Gilliam ran, Mongle said, and Gilliam broke his left ring finger while the woman kept her purse.

Norton Police Officers Mike Baber, Greg Mays, Roger Cook and Sgt. Randy Mullins were at the parking lot on other business when they saw Gilliam, Travis Lee Baldwin and Larry A. Wade Jr. running, Mongle said.

The officers arrested the three men as they were trying to get to a car parked nearby.

Gilliam and Wade, 19, of P.O. Box 806, Big Stone Gap, were also charged with possession of marijuana and drug paraphernalia. Baldwin, 20, of Apt. 60, Inman Village, received no additional charges.

“Gilliam was treated at Norton Community for a broken finger after his arrest,” added Mongle, who declined to release the name of the victim.

Wise County Jail staff confirmed Tuesday that all three men were freed on bond.

Regional jail gets boost

ST. PAUL -- Plans to build an $85 million regional jail system advanced this month when the state approved the Southwest Virginia Regional Jail Authority's request to seek reimbursement for construction costs, members said Tuesday.

The OK came from the Virginia Department of Corrections.

The authority learned that the three-jail system could be completed in two years if the General Assembly approves funding and the project could be built in phases rather than waiting until all design work is completed.

The authority also hopes to have approval from the nine localities involved so $1 million in interim financing can be in place by the end of October.

Authority members are considering a 75-acre site in Washington County for construction of one of the three proposed jails.

But a proposed option to buy the site contained so many restrictions that the authority asked officials to negotiate again before a final agreement is signed.

The site is on Hillman Highway near Interstate 81's Exit 22. The land is close to a 4-H Center but also is in a remote section of the area, officials said.

A jail on the $950,000 site would serve Washington, Smyth and Russell counties.

"It's a good site," said Joe Derting, the authority's chairman and chairman of the Washington County Board of Supervisors.

But the landowner was adamant that the property not be used for commercial purposes, Derting said. The owner finally agreed to a provision stating the land would be used only for governmental purposes, he said.

Such a restriction would limit the authority's options on what to do with any extra land after the jail is built, authority members said.

The authority does not need 40 acres of the land, but the landowner would not agree to sell unless all the land were included, Derting said.

Another sticking point is a provision in the proposed agreement in which the land would revert back to the owner if construction were not finished, or well under way, in 48 months from the date of the signed option.

Financial advisers were concerned that such a restriction could cause funding problems.

"The owner should not be able to dictate our building schedule," Lee County Sheriff Lee Parsons said.

After much discussion and a flurry of motions and substitute motions, the authority agreed to approve the proposed land option subject to successful negotiations on the 48-month timetable and the government-only use of the property.

The authority wants to build another jail near Haysi to serve Buchanan and Dickenson counties and one in Duffield to serve Lee, Scott and Wise counties and the city of Norton.

The land in Duffield is in a regional industrial park and would be donated to the authority.

The eight-acre Haysi site would cost $25,000 per acre, and the authority agreed Tuesday to accept the option that already had been accepted by Dickenson County.

I don't know what is. That land in question is farmland. If you bought it to farm and paid more than $50K for it, there ain't no legal crop known to mankind that would pay the mortgage. But market it to the government, and it's suddenly worth a million dollars.

LIMA, Peru (Reuters) - A Peruvian man who last year sliced off his penis to draw attention
to his jobless plight on Monday chopped off one of his testicles in front of the parliament
building, police and hospital officials said.

"I'm doing all this to protest my lousy situation," Eduardo Veliz, 36, told doctors after his
dramatic stunt.

Veliz, now a poorly paid laborer, hacked off his penis last September outside parliament
after failing to meet the Congress head to ask for work. It was successfully reimplanted.

Witnesses said Veliz shouted at the door of Congress that he wanted to see Congress
President Carlos Ferrero.

"When he couldn't see him, he got out a sharp knife and cut off his testicle," a policeman,
who asked not to be named, told Reuters.

Firefighters rushed over to Veliz, who was bleeding heavily, and he was taken to a hospital
where doctors said he suffered a "traumatic castration" of the right testicle.

"He's a laborer. Last year he was asking for work ... this time he wanted a pay rise because
he says he earns a paltry wage," said Carlos Viera, spokesman at the Dos de Mayo hospital
which treated Veliz on both occasions.

Peru's President Alejandro Toledo has pledged to create jobs and alleviate the suffering of
more than half the nation's 26 million people who live in poverty.

Despite his mutilation, Viera said Veliz could still enjoy "a normal sex life."

This morning I heard talk on TV about new regional jails being built for this area. Why do the criminals need new buildings when there's no talk about new SCHOOLS for the children?

The Criminals get good heating and cooling systems and cafeteria food and probably weight rooms, TV rooms, Pay phones, etc, etc,...

Where's the County and Area Leadership for the Children? The Criminals, convicts, felons, molesters, have people looking out for their well-being, but nobody's pushing for modern School Systems!!!

Hey just thought I would let you know. My father is going to be tbe construction manager of this project. From what I understand the housing more and working fewer is a major factor. But also, have you seen our jail? We could do with with an upgrade, desperately!

But I do agree that some of this money should be put towards our schools. I mean the high school doesn't even have air conditioning. And the heat doesn't work half the time. At least it didn't when I was there. looooooooooooong time ago! lol

It will be phenomenal (sp?) at saving tax money to build better schools, roads, etc. Perhaps, with a little better budget balancing, we can even build our own fourlane. I like to piss people off if I think it makes THEM "think". I am a diehard believer in INDIVIDUAL rights as opposed to societial concerns where the individual takes a back seat to the the "greater good", and I accept responsiblity for any off-colour remarks I make in trying to articulate my beliefs. But on the flip side, I have no ill feelings towards anyone else articulating their current beliefs toward me on a individual level regardless of how or what language they choose to invoke. Tazewell, VA, August 17, 2001 -- More than $2.8 million in disaster assistance has been approved for Virginia residents impacted by the July severe storms and flooding, according to figures released today by state and federal officials.

Since the initial presidential disaster declaration on July 12, 1,398 residents have called the Federal Emergency Management Agency's (FEMA) toll-free registration number 1-800-462-9029 (TTY 1-800-462-7585 for the speech or hearing impaired). Those lines remain open Monday through Saturday from 8 a.m. to 6 p.m.

"Many flood victims in southwestern Virginia are continuing to apply for assistance, especially those hit by last weekend's flooding," said Federal Coordinating Officer Marianne Jackson.

"We intend to continue the aggressive outreach underway in all eight declared counties," added Deputy State Coordinating Officer Brett Burdick. "We want to ensure that anyone who suffered losses in the July and August flooding knows how and where to get help."

A look at disaster totals from Buchanan, Dickenson, Lee, Russell, Scott, Smyth, Tazewell and Wise counties:

Total approved federal and state funding includes the following components:

Grants totaling $1,704,938 for 854 applicants for emergency housing or essential repairs to make their property habitable.
Grants totaling $602,097 for 188 eligible individuals and families to cover immediate needs or necessary expenses not covered by other programs or insurance.
Low-interest loans totaling $534,900 for 21 loans to homeowners, renters and business owners by the U.S. Small Business Administration (SBA).
A snapshot of other disaster activities in southwestern Virginia:

To date, 334 people have visited disaster recovery centers in Tazewell County. Beginning Monday, August 20, teams of disaster recovery specialists will make one-day visits to Buchanan, Dickenson, Russell, Scott, Smyth and Wise counties to provide information on available assistance programs and answer applicants' questions face-to-face.
Inspectors have conducted 1,060 disaster-housing reviews, 85 percent of the total of 1,222 applications for disaster housing aid. Another 162 new inspections are being scheduled.
FEMA and the state's community relations teams continue to work with local organizations and community leaders and to reach out to residents directly in all eight counties.
On August 14, FEMA authorized public assistance funding for Scott County, making it the seventh county eligible for such assistance. Public Assistance enables local governments in the county to rebuild public property damaged by the recent floods. Counties designated for public assistance are Buchanan, Dickenson, Russell, Smyth, Tazewell, Scott and Wise.

President Bush is making a big play for Hispanics, even at the risk of offending some members of his conservative base. So far, the president has signaled that he may be open to a limited or 'earned' amnesty for some illegal aliens, infuriating many on the right. And two weeks ago, the Bush Justice Department filed a brief supporting a racial preference program that benefited a Hispanic government contractor in a Colorado case before the U.S. Supreme Court, which disappointed many conservatives, including me. But the president may be missing the boat on the one issue that could not only win him added support and respect within some segments of the Hispanic community but would be widely praised by conservatives as well. It's time President Bush jumps aboard and supports English immersion for Hispanic immigrant children.

I know this sounds counterintuitive. The reason some Hispanic children still aren't learning English in many states -- including Texas, New York and Illinois -- is that a powerful, Hispanic-led bilingual education lobby blocks any attempt to include more English instruction in the curriculum for Hispanic immigrants. But Hispanic parents have started to revolt, first in California, then Arizona, and now in Colorado and Massachusetts, sponsoring statewide ballot initiatives to replace failed bilingual programs with English immersion programs.

Unfortunately, neither President Bush nor other leaders in the Republican Party have been willing take the side of the parents against the bilingual lobby -- out to protect their jobs, not help children. In California and Arizona, which passed the initiatives in 1998 and 2000, most Republican elected officials opposed the measures, which nonetheless won overwhelming support from voters. I predict the same will happen in Colorado and Massachusetts next year.

Meanwhile, the evidence continues to mount that English immersion works. This week, California released the results of its statewide standardized tests. For the third year in a row, English learners -- the term the state now uses to describe children who enter school with limited proficiency in English -- improved their scores at a higher rate than their peers. Statewide, second-grade English learners improved their reading and math scores 3 points each and their language scores by 2 points over last year, posting a 63 percent increase in reading and math scores since English immersion was introduced in 1998, and a 58 percent increase in language scores.

So what are Republicans afraid of? As then-Governor Bush told me a few years ago when I met privately with him in Austin, Texas, he didn't want to be tarred with the "English Only" label. He is for "English Plus," he said, adopting the phrase some bilingual education advocates coined a few years ago. The problem is, those same bilingual proponents insist on teaching Hispanic youngsters primarily in Spanish, which makes the phrase meaningless propaganda.

President Bush won't necessarily hear it from Hispanic leaders, but Hispanic parents -- especially immigrants -- want their children to learn English as quickly as possible. When my Center for Equal Opportunity (CEO) polled Hispanic parents on this issue a few years ago -- 83 percent of whom spoke Spanish as their primary language -- only 12 percent favored having their children taught their academic subject in Spanish if it meant less time learning English. A whopping 81 percent wanted their children to be taught entirely in English.

The president ought to listen to these Hispanics, not the National Association for Bilingual Education, which has a vested interest in preserving Spanish language programs to boost its organization coffers.

The president could begin by instructing his Department of Education to assist local school districts in implementing English immersion programs immediately. There is a dearth of material available on how to establish an effective instructional program (CEO has published one of the only guides available, "The ABC's of English Immersion," (available on our Web site), and the Education Department could help fill the gap.

Most importantly, he could use the bully pulpit to promote teaching English by talking about it every time he discusses education. Why, he might even consider devoting one of his weekly radio addresses to the topic. And this is one radio address even conservatives could agree he ought to deliver in Spanish, too.

I kept looking for those Demos and kept seeing Bush, conservatives and Republicans. There was mention of some organization that I have never heard of that wanted to limit English because <gasp> somehow it would bring in money to the organization's coffers. Most of the article was about the fact that Bush is pro "English Plus", which is according to the article BS for not changing anything. The author implies that English immersion would benefit the Republicans but so far Bush is not reaching out his compassionate hand.

My message title was my own additional thoughts on English immersion and why it's a no no as far as Democrats are concerned. If Democrats supported English immersion, it would have become standard policy long ago because the majority of Republicans already support it. Bush is, in my opinion, trying to have it both ways on this subject. He should make a definitive statement one way or the other.

If someone wants to learn a language other than English as a second language, that's fine and dandy, but the "official" first language for all Americans should be English. Most Libertarians and Republicans agree with me on this and most Democrats disagree for obvious reasons. Bush is the top man and his word carries a lot of weight. He should state unequivocably that English will be taught to all citizens as our first language and anyone wishing to become a legal citizen should be prepared to learn it.

Cartoon Museum Leaving Boca Raton to Clear Debt

BOCA RATON, Fla. (Reuters) - The International Museum of Cartoon Art founded by "Beatle Bailey" creator Mort Walker has put its Boca Raton building on the market in an effort to clear debt, making it likely the museum will leave Florida, its founder said.

The $3.8 million building will be sold to pay off the museum's $2 million debt, Walker said in a statement released late on Thursday.

The museum houses a collection of over 160,000 comic strips, classic cartoon films and other works. Its most famous piece is a 36-panel storyboard from the 1928 Walt Disney animated short "Plane Crazy," which most experts believe to be Mickey Mouse's first appearance.

"It breaks my heart to sell the beautiful building," Walker said in the statement. "From the beginning, our hope has been to find a solution that would enable the museum to retain our (Boca Raton) home. However, in the real world, cold financial facts take precedence over a cartoonist's cherished dream."

While attendance was not a problem, the museum suffered from sponsorship deals gone bad and a lack of fund-raising, according to spokesman Gary Schweikhart.

The museum's income dropped from $4.2 million in 1994-1995 to $884,000 in 1998-1999, according to tax records obtained by the South Florida Sun-Sentinel newspaper.

"At this point it is possible, if not probable, that the museum and its collection will move out of the state," Schweikhart told Reuters.

The museum was founded in Connecticut in 1972 and resided in Rye Brook, New York, before opening in Boca Raton in 1996.

WARSAW (Reuters) - A Polish youth caught shoplifting was stripped and dumped naked in the center of the city of Szczecin with "I am a thief" written on his back, local police reported.

The summary justice was doled out Monday by unknown men driving a Mercedes with blacked-out windows who were called by staff at the supermarket in the north-western city after the 19-year-old was caught trying to steal a sweatshirt.

"The youth refused to cooperate with the police and since we had no official complaint from any supermarket we couldn't take any action against him," local police spokesman Artur Marciniak said. "But depriving someone of their freedom is illegal."

Commercial premises in Poland are often forced to seek paid protection from gangsters, either because they lack confidence in the police or for fear of attack.

Hotmail hole leaves e-mail open to view

Details of a trick that opens up messages stored in any Hotmail account without the need for a password have been published online.

The information was produced by a group calling itself Root-Core and posted to its web site and security mailing lists over the weekend starting 18 August.

A Microsoft spokesperson says that engineers fixed the problem on August 19 and are also reviewing the security of Hotmail's servers in light of the incident. Although Root-Core released a program that performed the attack automatically, Microsoft claims that the exploit was so difficult to execute that it posed little threat.

"It's more of a proof of concept," a company spokeswoman told New Scientist. "It would take thousands of attempts to get in."

Other experts say it is a serious issue. "It takes some time, but the fact that you can do this without any sort of authentication isn't very good." says Gunter Ollman, principle consultant for Internet Security Systems.

However, David Litchfield, a consultant with computer security firm @Stake, says "it should be fairly easy to fix."

Open sesame

By customising a URL from within one Hotmail account, it is possible to read private messages that are stored in another, without needing a password. To target a specific people, their user names are required, but these are commonly exchanged, for example by those using instant messaging.

The exploit does not give complete access to an account and a six-digit number associated with each message has to be guessed. However, Root-Core released a program that carried out this guess-work automatically. Microsoft claims the exploit was further complicated because a victim had to be logged in at the same time.

There is a dispute over how the vulnerability was made public. A representative of Root-Core says that Microsoft engineers were alerted to the danger but ignored these warnings completely. Microsoft officials say that the company was left completely in the dark.

By Microsoft's own estimations, Hotmail is the world most popular free email service, with 110 million users around the world. It is also part of Microsoft's passport service, giving access to other personal services run by the company. Any security problem with Hotmail potentially affects these services too. It is just weeks since Microsoft was embarrassed when a computer worm managed to wriggle into the servers powering Hotmail. To make matters worse the worm exploited a software vulnerability in Microsoft's own software, for which it had released a fix month earlier.

the proper spin on his story, his congressional website – an obvious vehicle for
getting out a message directly to constituents – has been ignored by staff since the
scandal involving allegations of womanizing and illicit affairs erupted into a
firestorm in June.

Stranger still, perhaps, is the prominent link on the entry page of the website
advertising “Intern Opportunities.”

“Whether interning in Modesto, Merced, or Washington, D.C., working in one of
Rep. Condit's offices can be an extremely rewarding experience,” the site proclaims.
“Typical duties of Interns can range from assisting with phone's (sic) to researching
legislative projects.”

Condit’s website biography does shed some light on why neither Republicans nor
Democrats have been eager to see him leave Washington – despite the national
media preoccupation with his scandal.

“Entering the 107th Congress, MSNBC named Condit one of Washington, D.C.'s new
power brokers as one of eight Democratic law makers "who can make or break
(George W.) Bush's legislative agenda," it boasts.

"With the most conservative voting record of any California Democrat in Congress,
Condit is a natural ally of Republicans," MSNBC noted, adding that his status as a
founding member of the conservative "Blue Dog Democrats" puts him in an excellent
position to affect major policy initiatives.

The website also contains some potentially embarrassing personal endorsements of
Condit by conservative political talk-show hosts Blanquita Cullum and Michael
Reagan.

"Right or wrong, Gary Condit knows why he believes something,” proclaims
Reagan. “What a lot of people do is put their fingers in the wind (to see which way
it's blowing). ... But Gary knows why he believes in something instead of just stating
the party line."

Condit’s website also contains a prominent – and, what some have perceived as an
ironic – link to the National Center for Missing and Exploited Children.

Though Condit has been one of the human centerpieces of national news coverage
in the U.S. for the last two months, his staff has not posted a press release on his
website for more than a year.

Instead, Condit promises to address the nation on television before Labor Day.

and I say this because I have a lot of queer friends that I like and am comfortable with because they don't try to shove their lifestyle in my face (or up my ass) ... "queer" is the acceptable term. Or it was last year, anyway.

Myself, I don't particularly care what the acceptable term is--for "them" ... or me. It's just language, and if if we allow the phonetics and spelling of language to control our beliefs, we are doomed to the same fate that destroyed countless societies before us.

Without getting spiritual, orgasms are just a biological evolution to ensure we bonk each other enough to ensure the propogation of the species. Manipulating our public areas for self-gratification thru *******s and elbows is a misdirected response to the evolution of the species. "If it feels good, do it." Perhaps, but that is NOT within the natural order of things, unless you are a dog trying to find a vagina in your god-owner's leg.

It's not flooding that's causing headaches -- it's dirty water coming from the faucet. A boil alert remains in effect for parts of Elizabethton.

The boil alert is quickly becoming a thorn in the side of many Elizabethton residents. One week after the advisory was first issued, water officials still say you must bubble before you guzzle.

A glass of water at the Carter house is hard to come by these days. Instead of a drink from the faucet, it now comes from a pot on the stove. The Carters are one of many families affected by Elizabethton's boil alert.

Lisa Carter says, "The biggest thing is making the formula. Not having water for powdered formula. Having to boil that, and then cool it off, and then rewarm it, stuff like that."

One week after the first warning, the water is still not safe for drinking. Turbidity is the problem -- a measure of the water's cloudiness. A sample may look harmless, but when it's put into a machine, it reads a dangerously high level. In another test, clear water is normal, but these days it turns yellow from bacteria.

Ted Leger, Elizabethton's Public Works Director, says, "Doing some sampling, we've got some good samples, we've got some samples that still don't pass state requirements, and we're having to resample."

Clean water is king right now in Elizabethton. That's why many people are hopeful a new water source along the Watauga River might make problems like turbidity a thing of the past. A Carter County task force is set to discuss a new multi-million dollar water plant.

Carter County Executive Truman Clark says, "The river would be easier to treat. The water would be cleaner. Everybody thinks that springs are the cleanest. They're the ones that get contaminated the fastest, seems like."

Ted Leger believes the new plant might terminate turbidity. He says, "It would probably eliminate it. Nothing is foolproof, but the technology that we're looking at with microfiltration, and the fact that the Watauga River is usually very much more pure than any of the springs."

A new plant would take years to build and finance, but for Lisa Carter and her family it might be the best answer. Carter says, "Hoping soon we can drink the water so I can use tap water instead of having to boil everything."

There are five parts of Elizabethton still under the boil alert. Those areas are Southside, Milligan, Central, Pine Crest, and Arney Hill.

The new Watauga River Water Authority will hold its first meeting Monday August 27th.

I will look into it and see what they will help with. Although there will certainly be a percentage to be paid by the state and the county.

At this time, there is cleanup work being done throughout the county by the Building and Roads/Solid Waste Dept.. I am not sure if they are doing any actual pollution cleanup. That could be answered by the Litter Control Coordinator. I don't think he has a Web-Site yet.

WASHINGTON, October 5, 1994 -- Harvey G. Ryland today became deputy director of the Federal Emergency Management Agency (FEMA) following his confirmation by the U.S. Senate. Ryland, nominated for the post by President Clinton in June, was sworn in as the agency's second highest official by FEMA Director James Lee Witt.

Ryland, 55, had been senior policy advisor to FEMA Director Witt since April 1993, in which capacity he assisted in reviewing FEMA's mission, organizational structure and major policies.

"Harvey Ryland already has made a mark on FEMA as one of the key people helping us change the direction of the agency and strengthen our partnerships with state and local governments and with the private sector," Witt said. "His knowledge of FEMA's programs and our customers' needs makes him a valuable addition to the team."

A native of Florida with a master's degree in engineering from Florida State University, Ryland is a long-time professional in the emergency management field. Immediately before joining FEMA, he was executive director of the Central United States Earthquake Consortium (CUSEC), based in Memphis.

He began his career researching crew safety for the Saturn-Apollo moon flight program before specializing in the analysis and design of emergency management and public safety systems. His projects have included public safety research, analysis, planning and training, as well as development of advanced systems for emergency management organizations in both the public and private sectors.

John Magaw was appointed Executive Advisor on February 16, 2001. He served as Acting Director of the Federal Emergency Management Agency from January 20, 2001 through February 15, 2001.

Mr. Magaw was appointed senior advisor to the director for terrorism preparedness in December 1999. In that role, he worked in the FEMA Director's office where he planned and coordinated FEMA's domestic terrorism preparedness efforts.

Before joining FEMA, Mr. Magaw was director of the Bureau of Alcohol, Tobacco and Firearms, where he spearheaded policy and organizational changes that allowed the bureau to be more diversified and efficient.

Mr. Magaw's law enforcement career began with a stint as a trooper with the Ohio State Patrol. He became a special agent with the U.S. Secret Service in 1967 and later served as deputy special agent in charge of the vice presidential protective division and then head of the Washington Field office, among other positions. Mr. Magaw was in charge of all protective operations for the President and First Lady before being appointed director of the service.

A native of Columbus, Ohio, Mr. Magaw holds a bachelor of science degree in education from Otterbein College, in Westerville, Ohio. Mr. Magaw has received the 1991 and 1999 Presidential Rank Meritorious Award and, in 1995, received the Presidential Rank Distinguished Award. He is a member of the International Association of Chiefs of Police and a member of the board of trustees for Otterbein College.

CHICAGO (AP) - Paul Harvey returned to the airwaves sounding a bit hoarse but telling his
audience he ``feels so good to be back.''

``Americans, in judging the speaking voice which is still undergoing renovation, please be
merciful,'' Harvey said Monday as he closed his five-minute morning program, ``Paul Harvey
News and Comment.''

The 82-year-old broadcaster had been absent from his daily radio shows since mid-May while
recovering from what he believed at first was a severe case of laryngitis. Doctors later
diagnosed a virus that had settled in one of his vocal cords, and he was treated in Chicago
earlier this month, Chris Berry, vice president of ABC News Radio, said Monday.

Harvey's voice sounded scratchy and hoarse as he began his broadcast with his trademark
``Good Morning, Americans,'' with news of Tropical Storm Chantal and President Bush's visit
to Milwaukee. But it seemed to clear up as he went along, and near the end of the program,
Harvey broke into song.

``It's been a long winter without you. It's been a long winter without you,'' he sang. As he closed,
Harvey said he felt so good to be back on the air that he might start singing the news. ``And you
wouldn't want that,'' he said, laughing before signing off with his trademark ``Good Day!''

Harvey will do only his morning broadcast and his daily ``Rest of the Story'' program for a few
weeks, leaving the duties of his 15-minute midday program to guest hosts while he continues to
recover, Berry said.

Harvey signed a 10-year, $100 million contract with ABC Radio Networks last November to
continue the commentaries that he began broadcasting in 1951. The broadcasts teach about 24
million listeners daily.

For Pete's sake _ who IS Pete?

Why do we say "For Pete's sake" when we're frustrated? Who is Pete, anyway? -- R.B.

Forgive me, Father, for I have sinned. I've taken the Lord's name in vain.

Presumably to avoid having to utter those words, simply substitute "Pete" for the word "God." Voila! No more blasphemy.

There was a time when people besides your grandmother had very strict views about the Third Commandment. Their squeamishness about eternal damnation gave rise to other such phrases as "Oh, my gosh" and "Darn it."

Etymologists -- people who study the origins of words and phrases -- generally agree that the Pete in question is none other than St. Peter of the Pearly Gates fame. Invoking his name apparently was a means of getting as close to blasphemy as possible without actually committing it.

I'm an avid recycler and have a number of questions about the proper way to go about doing things. I'm sure the answers would be a great help to a lot of people. Can you provide them? -- B.M., Bristol Tennessee

For the answers, I consulted Lucian Lawson, head of sanitation for Sullivan County.

B.M.'s questions:

"They have bins that say white paper and bins that say bound, slick paper like magazines. But what about gray paper and colored paper that isn't slick? Many envelopes are printed with colored ink, so what do I do with them? And do I have to cut the cellophane windows out of them?"

Art paper -- like poster board -- isn't recyclable, but other kinds of colored paper are, Lawson said.

"Any other colored paper she should put in with the newspaper," he said. "If she'll notice (at convenience centers), the bins for newspaper also say mixed paper."

As for tediously cutting out those little see-through windows, no, you don't have to do that, he said. When the envelopes are ground for recycling and put in solution, the paper separates from the other bits, he said.

"I wash out all my cans and bottles and let them dry thoroughly before recycling. Should I?" B.M. asks. "And when you open a drink bottle, there's this little plastic band left. Should I get out my utility knife and cut them off?"

Glass and metal recyclables are heated and melted, and materials like labels, food residue and plastic cap rings burn away, Lawson said. But he encouraged you to continue to rinse out those items -- for another reason.

"It helps the person who goes to pick it up," he said. "It keeps flies and yellow jackets away from them, and it cuts down on odors."

And a final question:

"Why do they only want aluminum drink cans and not sardine cans? Sardine cans say they're 100 percent aluminum."

Lawson said he isn't sure where you got the notion that recycling centers won't take aluminum other than drink cans. Any aluminum is fine, including foil.

And don't worry too much if you're not sure a can is all-aluminum.

Magnets won't attract aluminum, so they're employed before cans are sent off to the furnace. Anything that sticks to the magnet is sent to a tin recycler, Lawson said.

Another important thing to know is which bin to use for which kind of glass.

Bins for green, brown and clear glass are available.

Lawson said clear glass could be put in any of the bins but that green glass always should be properly sorted and dropped. Other colors may be put in with the brown or the green, he said.

VA Tech researchers discover chilli-eating chickens repel bacteria

Chilli might one day be added to chickens while they are still alive, according to researchers in the US. A recent report found that half of all chickens sold in the UK were contaminated with food poisoning bacteria, so this natural approach to reducing bugs is attractive.

In an effort to fight the notorious food-poisoning bacterium Salmonella, Audrey McElroy of Virginia Tech University, Blacksburg, fed chickens with capsaicin, the chemical that gives chilli its bite.

The birds were then dosed with Salmonella enteritidis. The hot food reduced the number of birds with the germs in their internal organs by almost half compared to a normally-fed group.

Fortunately for those averse to spicy food, a taste panel found that the chilli flavour did not end up in the meat.

Taste deterrent

Research reported in July 2001 suggests that the chilli's fiery taste deters creatures who are poor at dispersing the plant's seeds. Fortunately for the poultry industry, this does not include birds. "Birds appear not to have the receptors to the hot pungent part of the peppers", says McElroy. "It appears not to affect them in any way."

The chickens did get inflamed intestines, however, and this is the main clue to how the spice might be working.

"Is it causing just a mild influx of immune cells that allows the bird to fight off the infection, or does it change the binding sites so the Salmonella passes through the birds?", wonders McElroy.

Antibiotic alternative

There is evidence that feeding antibiotics to poultry leads to the emergence of antibiotic resistant bacteria. The practice is still the norm in Britain and the US, but McElroy believes that her findings could be more important in the future because of the push to get rid of antibiotics in poultry.

But Richard Young of the UK Soil Association, which promotes organic farming, urges caution. He says killing off one set of bugs could make way for another.

"One would want to be convinced that in using a product like this to reduce Salmonella they're not simply leaving the way open for other food poisoning bacteria," he told New Scientist.
