BEIJING, Feb 4 (Reuters) - The mouthpiece of the People's
Liberation Army, furious over U.S. Congress passing legislation
to boost military ties with Taiwan, warned the United States on
Friday not to mistake China for Yugoslavia.

"China is not Yugoslavia. And Taiwan is not Kosovo," the
Liberation Army Daily said in a commentary, referring to the
U.S.-led NATO bombing of Yugoslavia last year over atrocities
against ethnic Albanians in the southern province of Kosovo.

The House of Representatives voted 341-70 on Tuesday in favour
of the Taiwan Security Enhancement Act, which would establish
direct military communications between Washington and Taipei
and expand U.S. training of Taiwan military officers.

On Wednesday, the Chinese Foreign Ministry summoned U.S.
Ambassador Joseph Prueher to protest against the act and
demanded the United States curb the sale of advanced weapons to
Taiwan.

NO COMPROMISES

The newspaper commentary said China would make good its
threat to invade if Taiwan, which Beijing considers a breakaway
province, declared independence.

"The Chinese government has never compromised in the least on
this kind of major issue of principle," it said.

U.S. President Bill Clinton, anxious not to upset the delicate
balance between China and Taiwan, has threatened to veto the act
if the Senate also votes in favour.

Taiwan's Nationalist rulers, who fled into exile after losing a
civil war to the Communists on the mainland in 1949, have many
friends in Congress. The United States has been the main arms
supplier of wealthy and democratic Taiwan.

In Washington, Liu Xiaoming, deputy chief of mission at the
Chinese embassy, said on Thursday the legislation would increase
the chances of war between Taiwan and the mainland, possibly
dragging in the United States.

It would also encourage separatism on Taiwan, Liu said.

George Tenet, director of the Central Intelligence Agency, told a
Senate hearing on Wednesday he saw "a high potential for yet
another military flare-up across the Taiwan Strait this year" with
the Taiwan presidential election on March 18 a potential catalyst
for tensions.

China menaced Taiwan with war games in the run-up to the
island's first direct presidential elections in 1996, prompting the
United States to send two aircraft carriers to the Taiwan Strait, a
narrow strip of water separating the rivals.

EXTREME DANGER

The Liberation Army Daily splashed pictures of China flexing its
military muscle -- successful tests of China's first atomic bomb in
1964 and a submarine-launched missile in 1988 -- alongside the
commentary.

The newspaper commentary said the legislation was an
"extremely dangerous signal."

"It exposes the ambitions of some forces in the United States to try
to block China's reunification," the commentary said. "This is, no
doubt, playing with fire."

"Not only will it not guarantee Taiwan's 'security', on the contrary
it will aggravate tension between the two sides of the Taiwan
Strait," it said.

"It will also have a serious negative impact on China-U.S.
relations," the commentary added.

Navy To Keep Control Russian
Tanker

WASHINGTON –– A day after the Navy detained a
Russian oil tanker in the Persian Gulf, the Clinton
administration disclosed Thursday that it has been in
contact with Russian officials for almost a month about
the smuggling of Iraqi oil in violation of the U.N.
economic embargo.

The seizure of the tanker called attention to what the
administration described as a recent mushrooming of
illicit oil sales by Iraq. Such exports average 100,000
barrels a day, compared with 50,000 barrels in 1998,
when oil prices were much lower, said State
Department spokesman James Foley.

These exports are separate from the carefully
controlled, U.N.-approved Iraqi oil sales that pay for
food, medicine and other humanitarian items for the
Iraqi people.

The Navy said it planned to divert and retain control of
the merchant vessel Volga-Neft-147, pending a decision
on whether to seize the oil.

The Russians said the oil came from Iran, not Iraq.

U.S. and allied ships are tightening enforcement of the
U.N. embargo to counteract a surge in Iraqi oil
smuggling, Defense Secretary William Cohen said
Thursday.

While Russian vessels increasingly have been involved,
there is no immediate indication of a direct connection
to the Russian government, Cohen said in an interview
en route to Munich, Germany, where he will attend a
weekend conference on European security issues.

"Overall there has been an increase on the part of Iraq to
intensify its smuggling operations, and we're going to
have to simply intensify our own intervention to prevent
that," Cohen said.

He said he thinks Iraq's president, Saddam Hussein,
"will do whatever he can to try to circumvent the
sanctions. If he can get away with it, if there's a laxity on
the enforcement part, then he will seek to exploit it."

The vessel was commandeered off the coast of the
United Arab Emirates by the guided missile cruiser USS
Monterey. The Pentagon said cooperation from the
ship's master and crew was excellent.

The U.S. ship was part of a multinational maritime
interception force (MIF) that enforces the 9-year-old
U.N. embargo against Iraq.

Since 1990, Foley said, the MIF has queried via radio
more than 28,000 vessels and has boarded more than
12,000. About 700 have been diverted for violating
U.N. sanctions.

"In 1999, there were 2,422 queries, 700 boardings and
19 diversions to various ports of call," he said.

The last time a Russian-flagged vessel was boarded
was Aug. 31, 1998, he said, adding that the last actual
diversion of such a ship occurred eight months earlier.

Rear Adm. Craig Quigley told Pentagon reporters the
Volga-Neft-147 carried gas oil, a refined petroleum
product. He said a sample could provide clues to the
oil's source.

Foley said the talks with Russian officials focused on
the MIF's suspicions regarding activities of vessels
belonging to certain Russian firms.

The Russians told U.S. officials that the ship is privately
owned and that a Russian investigation is under way, he
said.

He declined to say whether the issue arose this week in
Moscow when Secretary of State Madeleine Albright
met with acting Russian President Alexander Putin and
other officials.

Defense Department spokesman P.J. Crowley said that
if the oil is found to have come from Iraq, the boarding
party likely would request permission from an Emirates
port to dock the ship and dispose of the contraband oil.

The normal procedure would be for the contraband to be
sold, with the profits used partly to offset the costs of
the nation that agrees to take the vessel and partly to pay
for the MIF operation, Quigley said.

The US Supreme Court has ruled that Speech that proposes a threat to someone or their property is not protected under the first amendment, ie. you can't yell fire in a crowded building if there is no fire. You can't threaten to harm someone and expect to be covered by the first amendment. The symbol of a burning cross, has in history been a symbol of violence. Ergo, inviting someone to a marshmellow roast and cross burning would be considered not only in poor taste as a joke, but a crime under current law.

I've often wondered the same thing

What signifigance does the KKK attach to the burning of a cross? Are they trying to instill the "fear of God" into their victims? To me, the burning of a cross is blasphemous and using a symbol of peace and sacrifice for evil purposes is sacrelage. Maybe someone else can enlighten us as to the reason the KKK uses a holy symbol for devilish reasons.

The real sacrilege is their belief...

To somehow say that Jesus' Blood isn't effective for minorities or people of other races is the biggest sacrilege. I agree that they have a right under the constitution to believe what they want. If you will read my post I said that Nemesis was right NOT to delete the post from the board.

I disagree when you say it is not our problem. If anyone hates, even though they have a constitutional right to express it, it is still a personal problem of every citizen who does not hate. We have to try in every way to influence every person we can with the message of love and unity.

Bird Incident
The other day I was on my way home from work when the most remarkable thing happened. Traffic was heavy as usual, and as I sat there at a red light, out of nowhere a bird slammed into my windshield. If thatwasn't bad enough, the poor creature got its wing stuck under the windshield
wiper.

Just then the light turned green and there I was with a deceased bird stuck on my windshield. Without any other apparent options,turning on the windshield wipers seemed the only thing to do. It
actually worked.

On the upswing, the bird flew off, and here is the crazy thing... it slammed right onto the windshield of the car behind me. No, it didn't get caught under the windshield wipers of that vehicle, but the car behind me was a police car.

Of course, knowing my luck, immediately the lights went on and I was forced to pull over. The officer walked up and told me he saw what had happened at the light. Trying to plead my case fell on deaf ears. He simply stated: I am going to have to write you up for flipping me the bird.

...That the death penalty protects the public from people that have already killed before. We know that these people will likely kill again if released upon the general populace, much like you would know someone's intentions if they were to came at you with a knife. You would use self-defense to protect yourself and your loved ones, just like the justice system tries to protect the law-abiding citizens with the death penalty.

It is not self defense because it occurs long after the crime has already been committed and there are ways of preventing another crime which use non lethal force.

The death penalty is punishment and vengeance, not self defense. Whether you think that is right or wrong, and I think it is wrong, it still cannot be validly argued that the death penalty is an act of self defense.

...kill them all and let GOD sort them out? we would only be killing the body, we have no way to kill the soul, that is the final judgement of The Almighty. the Ten Commandments prohibit killing, "Thou Shalt Not Kill". but this is meant for the Murderer not those who pronounce the sentence in punishment for the Crime of Murder.

i can see where you are coming from James. but in your post about the Cross Burning you mentioned about your changed position on GUN Control. what did you mean then.

There is a key difference..

At the time that the cross burner is on my lawn I would likely have reasonable cause to believe that my life and the life of every member of my family was in danger.

If, however, in punishment for burning that cross on my lawn I confined the man who did it and later killed him I could make no defense that I was using "self defense" since I would be acting clearly in vengeance and not to defend against an immediate threat.

i think that you are correct in part about the death penalty James , but i am also concerned about when it is handed down as a verdict, it should be carried out in less than 1 year. if not then it loses it's effectivness as a deterent to crime..........

... that the entirely possible scenerio of an innocent person being wrongly accused doesn't happen to you or a member of your family. That is a danger right alongside your family being killed by a murderer.

Just think of all the cases where the person convicted later had to be released when new evidence surfaced about the case. Imagine now that this happens to a member of your family. It works both ways you know.

I do not think that even guilt takes away a person's right to live. However, even guilt cannot be assigned with certainty in death penalty cases, making the verdict of death inappropriate even IF guilt morally could justify a sentence of death.

This view rules out redemption

Redemption is possible for the most hardened of criminals and most evil of men. To cut a man's life off, unless the reason is protection from an immediate threat of violence or death against an innocent person, is to lower one's self to the level of the criminal.

There are also arguments to be made against "quick" and severe punishment in cases where you are dealing with the death penalty. How many cases have been judged for years when new evidence arises and the convicted person is freed? It happens all the time, and if the person is already dead it's a little too late.

If one looks at it from a Christian point of view, the death penalty executes vengeance where there should be mercy.

If one looks at it from the point of view of the benefit (or harm) of the death penalty to society then one must conclude in our society that the death penalty has done absolutely nothing to prevent murders and on the contrary has contributed to a culture where life is no longer considered sacred, which further fuels the fire of violence and crime.

The bigger picture...

Certainly you make a good point about the want for vengeance when something happens to a family member such as you described. However, I am speaking from a Christian point of view. It is not acceptable for a Christian to refuse to forgive anything, whether directed against family or one's self.

Christians are to imitate Christ, and he forgave those who killed him. He tells us to forgive those who spitefully use us. I know this would be hard to do, and I would only HOPE that I could do it in such a situation, but I think the important thing for a Christian is to remember that God is sovereign over every court and every law and every criminal.

In the end justice is always served.

That does not take away our responsibility to protect people on earth, but it does give us the awesome responsibility to judge rightly and to respect the life that God has given even in a criminal. I point out again that God is able to redeem any person, just look at the Apostle Paul (a murderer of Christians) who was converted to a great Apostle!

Self defense and defense of the family and innocent life from immediate harm is not only morally right, it is a moral imperative. However, the death penalty is an act of vengeance. This distinction must be carefully noted before you can arrive at a just determination about the matter.

we are not the ultimate judge. that is left up to GOD. he gave Paul the second chance, if he sees fit he will do the same to anyone that he wants, regardless of what sentence we render upon the criminal in question. it is our responsibility to govern ourselves, by GOD's morals. and somtimes this means the death penalty, to protect the lives of those that may be hurt or killed in the future, because if this person has already murdered and done it more than once , chances are he will do it again. it must be judged on a case by case basis ............;p

The criminal can be prevented from murdering again by lesser force...

The death penalty is not within the jurisdiction of man to render seeing that life is not owned by man but by God.

The least force possible to protect innocent life should be used. If the only way to protect innocent life is the death of an aggressor, then it is justified and morally imperative to kill the aggressor as I have said.

However, if lesser force can be used to prevent the loss of innocent life it is also equally morally imperative to use that lesser force.

If the death penalty deters crime, why does our society have the highest crime rate?

It is not a deterrant. I would even argue that it makes the problem worse. Imagine the moral force of saying that even the life of a criminal belongs to God and is sacred. Life is sacred no matter if the person has committed crimes or is as innocent as an unborn child (which our society also does not protect by law).

Our culture has no respect for the SACRED. Life is the most sacred thing we are in care of. The signal from the death penalty is the wrong one. Not only is it bad public policy, it is immoral.

Who is going to think about the future ramifications of their actions if they are lost enough to murder in the first place? They are either too lost in the passion of the moment to care or they are too wacko to know.

We can choose to be a nation that bears no resemblance to Christian principles and we can continue with the culture of death and the disregard for the sacredness of ALL life from conception to the grave, or we can send a message to all the world that life is sacred and belongs to God, even for those guilty of crimes.

If my family were killed by a murderer, naturally I would feel feelings of revenge and anger. Who wouldn't? I'd want to kill them myself probably, but that still doesn't make it right in the eyes of God.

Mother Of Abused 8-Month-Old Convicted

DANVILLE, Va. (AP) -- A woman who allowed her boyfriend to
abuse their 8-month-old son was convicted of felony child neglect in
the boy's death.

LaShanda Terrell Stamps, 19, was convicted Wednesday by
Danville Circuit Judge James Ingram in the Nov. 3 death of her son,
Ryheen.

An autopsy showed the baby died from multiple blunt trauma
injuries to his head. The baby's ribs had been fractured and he was
malnourished, weighing only about 11 pounds.

The boy's father, Jonathan Lakensay Chavious, 19, was never
charged. He committed suicide 12 days after Ryheen's death.
Investigators said Chavious admitted killing the baby in a suicide
note.

Stamps, who is being held without bond, faces up to 10 years in
prison when she is sentenced March 10. She has a 2-year-old
daughter and is expecting her third child.

Judge Rules Out-Of-State Trash Restrictions Unconstitutional!

RICHMOND, Va. (AP) -- Laws to curb the flow of out-of-state
garbage into Virginia are an unconstitutional restriction on
interstate commerce, a federal judge ruled Thursday.

U.S. District Judge James Spencer invalidated the laws, which had
been challenged by Houston-based Waste Management Inc. The
laws were to take effect July 1, but Spencer issued in injunction in
June putting them on hold.

Spencer ruled that the laws violate the constitutional provision that
says only Congress can regulate commerce between states.
Attorney General Mark Earley said the state will appeal the
decision to the 4th U.S. Circuit Court of Appeals.

The new laws would have capped landfill growth, banned garbage
barges from three state rivers, prohibited barge facilities from
receiving municipal waste and more tightly regulated trash trucks
on Virginia highways.

The 1999 General Assembly passed the laws at the urging of Gov.
Jim Gilmore, who was alarmed by a report that Virginia ranked
second only to Pennsylvania in the amount of trash it receives from
other states. After learning that New York City intended to increase
the amount of municipal solid waste (MSW) it was sending to
Virginia, Gilmore declared that "the home state of Washington,
Jefferson and Madison has no intention of becoming New York's
dumping grounds.''

Spencer cited Gilmore's comments and remarks by legislators in
his ruling.

"The record demonstrates that Virginia acted to staunch the
importation of MSW in a knee-jerk response to reports that
increased levels of out-of-state MSW would soon be flowing into
the Commonwealth, which -- while perhaps advantageous
politically, or commendable socially -- is impermissible
constitutionally,'' he wrote.

Earley said the language of the statutes, not political rhetoric,
should ultimately determine the fate of the statutes.

"The key is what the law says, not what someone said on the House
floor or at a news conference,'' Earley said in an interview.

Despite the judge's ruling, Gilmore again made it clear that other
states' trash was the target of the legislation.

"We are all very concerned at the increasing amounts of
out-of-state trash streaming into the Commonwealth and we will
continue our efforts to restrict such imports,'' he said.

But state Sen. Bill Bolling, R-Hanover and chief sponsor of the
legislation, said the legislature "tried hard to make certain that this
legislation did not discriminate between in-state and out-of-state
waste imports.''

He said Spencer's decision "effectively prevents any state that
receives waste imports from another state from adopting a
comprehensive solid waste management program, for no such
program can be implemented without having an indirect impact on
waste imports. Surely this was not the intent of the Commerce
Clause.''

John Skoutelas, eastern region vice president and general counsel
for Waste Management, said the company was pleased with the
ruling and remained committed "to the protection of the
environment and the citizens of Virginia.''

If Spencer's ruling stands, sw Va will be buried in northern trash. A few years ago, we came very close to having a sleazy, NJ outfit establish a landfill for all kinds of hazardous waste--biochemicals, nuclear waste, you name it! This fine example of interstate commerce was to have been located so its poison waste water would have polluted streams in both Wise and Dickenson which are important to the water supply of each county. As I recall, it was stopped by public out cry and a local ordinance in Wise Co. that bans out-of-state trash. I'm sure this ordinance would be stricken down along with the state initiative. If that happens, we'll be left vulnerable to every shyster in the nation who would find our remote hills and hollows, along with sparse population, the perfect place to exercise their deadly commerce.

Technically the judge is right...

Congress is the regulator of interstate commerce according to Article 1 of the Constitution. That is why the laws should come from Congress, not state by state until Congress grants states the authority to do so. Any such state law IS unconstitutional.

That is why it is disappointing that this has been held up by Republican U.S. Senators when they are the ones always talking about states and localities needing more control.

If we have to take it, then lets make the best of it.

We can recycle the garbage that has not already been recycled. Imagine how much we could get out of what others throw away and the amount that it could be reduced to. If they haven't already recycled it, we could cut in half what would be landfilled and make money on top of that by removing the rcycleable materials.

But that would probably take another Act of Congress too. It is a shame that Virginia's counties are to be the Countries Dumping Grounds.

Of course, by looking at the roadsides around Dickenson County, it would seem that we already have a head start without there help.

I am sorry Mr. Eon, I didn't know that the county ever had any type of program. If it did at one time it doesn't now. I had discussed this problem with a couple of the earlier BOS members. But they told me it would cost to much money to recycle That seemed pretty peculiar to me, seeing how recycling would save and make a profit for the county. But they ran the show, I was but a mere clown. Maybe this new BOS will see the benefits of recycling.
The only recycling center in the county that I am aware of is the operation that is located at the old coal loadout property adjacent to st.rt. #83, in the Bill Bise Straight section.

This is not a county operation, but a private operation. Although I believe that they have the contract to dispose of the county's white goods and metals.


In the Solid Waste Ordinance there is a section devoted to recycling, this is how it reads;

SECTION 18: RECYCLING

This Section is intentionally reserved for future provisions as to recycling.

Gilmore isn't doing what is needed to prevent the garbage shipments

As I understand it his administration has NOT asked for congressional action because of his philosophy of state control. Congress must regulate the shipments since it is interstate commerce. Gilmore's actions on the state level are political since he knows that state laws cannot address the area of interstate commerce.

Actually he has done NOTHING to prevent the out of state shipments. It is all political.

HOD Gives Preliminary Approval To Voter ID Bill

The House of Delegates voted 58-42 Thursday to give preliminary
approval to a bill requiring voters to show identification at the polls.

Republicans are promoting the legislation as a way of combating
election fraud. Democrats say it would slow the election process
and that it evokes memories of Virginia's segregationist past, when
poll taxes and literacy tests were used to discourage blacks from
voting.

Del. Jeannemarie Devolites, R-Fairfax and sponsor of the bill,
fielded a long series of questions from Democrats about the
specific types of identification that would be accepted and whether
there was any evidence of fraud in Virginia elections.

She said a voter in her district has gone to the polls several times,
only to learn that someone else already had used his name and
voted for him.

Devolites finally refused to answer any more questions, and her
Republican colleagues voted to cut off debate. The bill will be on
the House calendar for a final vote Friday.

I don't manage this site...I just manage to create some chaos from time to time on this site. Nemesis is the webmaster of the DCDB and he alone can see the IP address of the poster. It usually is not possible to trace an IP address any further than the server, but things may be changing since Whew on the CC traced one address back to a guy named Jessie Blevins in Lebanon. However, even if you get back to an address, you can't be sure the post is coming from a person at that computer. Someone can hack into your computer and post all over the place with it appearing that you are the poster.

El Sicko Grandmaster needs to have the tables turned. Do unto your neighbor what he has done to you! I've always been afraid to do such ugly mean stuff even when I had good reason...why? Because I'm afraid that what comes around, goes around.

And I for one don't find it funny in the least. But I believe whatever warped individual posted it has the right to do so. Ignorance is a right protected by the U.S. Constitution. Free speech is a right also.

Had the post contained the name of an actual Dickenson County resident or references to specific individuals I believe it would have been deleted. I agree with leaving the post on the forum. It only brings people closer together in my view just to think about the kind of people who are out there and the love and brotherhood it takes to overcome the likes of it.

What do you propose we do? This board would love to hear your ideas on preventing the emergence of chip mills. Quite a lot of us are against them.

For example we have been working on tourism for some time and a lot of money has already been spent, so then comes along Pittston with its chipmill and threatens to underMINE the whole project.

I agree in the idea world High tech jobs would be great and I wish there were more of them however it takes just a little more than the ability to type fast to have a high-tech job (At least I hope so or I spent 4 year of college for nothing ) I think the County’s top priority should be to bring in more company’s like NAXUS although there are not a lot of high paying jobs to be had there however it is a step in the right direction....I just do not see turasiom being the savior for the working people of the county but hay I am open to most everything I just do not see how it will create that many jobs if someone could explain it to me that would be great I could see it bringing in a few Hotels and a couple of nice places to eat maybe a shopping complex but I just do not see how it could be a foundation for the economy of our county

Personally I do not see anything wrong with the Chip mill and I see it as a good think for our county's economy that being said there should be some type of logging ordinance to force Loggers to follow certain guidelines (Best logging practices???) It needs to be a law and not some agreement that someone might force Pittston to sign because after Pittston sales its Coal it will turn its attention to unloading the Timber business and even if Pittston plans on always doing the right thing land wise(Not that i believe that) who is to say the new owners might not make everyone’s worst dreams come true.......I do not begrudge anyone a job in this county of 20% unemployment, I have friends/Family that have Jobs either directly or indirectly from the chip mill, I think we can and should get a county ordnance to regulate the Logging in Dickinson County but after that why not work on getting a furniture Plant located here Heck a quarter of the people I went to school with left for NC to work at similar jobs it would be nice if they had the option to stay local

I thank you for the post. I always welcome an intelligent conversation. I believe in free will and choice. I think people have the choices to do alot of things, but with every choice comes a consequence.

Abortion is the killing of a human being, it is murder. It does not matter how you word it, the act is the same. Infanticide is the same when the child is in the womb as after it is born. Perhaps it is even worse since the child is COMPLETELY dependent on the mother while in the womb.

Life begins at the moment of conception, regardless of the presence or absence of a soul (which is hotly debated theologically). The entire blueprint of the human person is present in it's most minute stages at that point in a way that only lacks growth. To kill this living organism at this point or at any time thereafter is to kill the human person.

As for the scripture quote you referred to regarding the death penalty as spoken of in Scripture, I would point out that Jesus explicitly overturned this law by saying "You have heard that it hath been said, an eye for an eye, and a tooth for a tooth. But I say to you not to resist evil: but if one strike thee on thy right cheek, turn to him also the other." -St. Matthew 5:38-39

Remember also the woman caught in adultery who according to the law should have been executed by stoning. When the Jews came to stone her Jesus stopped them by saying "Let the one among you who has no sin cast the first stone." They threw their stones back to the ground and went home. Jesus looked at the woman and asked if there was anyone there who accused her and she said no, and he forgave her sin and bade her not to sin again.

St. Paul was a persecutor and murderer of Christians but was redeemed to be a great Apostle to the Gentiles.

Christ himself, a victim of an execution popularly acclaimed, begged for mercy for his murderers even as he died upon the cross. The most innocent man who ever lived, not subject even to the penalty of Adam's sin except by choice, spat upon, whipped, mocked and crowned with thorns, afflicted and rejected by men... yet He found in his last breaths time to call for mercy for those who killed Him.

Mercy, even for the most wretched of people, is a mark of Christianity. This does not excuse crimes, and it does not excuse a criminal from punishment but it should spare the life of that criminal. The life even of the criminal is sacred.. imagine the power and example of that to those who kill over a pair of tennis shoes!

I would hope that you can see the link between Abortion, Euthanasia and the death penalty.. they are symptoms of a culture of death deeply part of our society today. It is a ripple effect and it has to be stopped. Can you see the link?

I was by this roadside dump today and saw tire tracks in the snow. I looked over the hill where the tracks led and what did I see? Fresh bags of garbage thrown over the hill and the remnants of where someone had cleaned out their truck bed. I don't think that there is any part of the county that doesn't have curb-side pickup on a state maintained road. We even go on some gravel roads to pick up household garbage. But without the needed enforcement of the litter laws, we will never see the end of these ROAD-SIDE DUMPS. It is time for all Dickenson County Residents to make a stand. Call your District Supervisor and tell them you want enforcement of the Solid Waste Ordinance. It is up to US to get the place we call HOME cleaned up.

The National Transportation Safety Board recently
divulged they had covertly funded a project with the U.S. auto makers for the past five years, whereby the auto makers were installing black boxes in four-wheel drive pick-up trucks and S.U.V.'s in an effort to determine, in fatal accidents, the circumstances in the last 15 seconds before the crash.

They were surprised to find in 99 of the 100
Virginia Counties that the last words of drivers in 61.2 percent of
fatal crashes were, "Oh, Shyt!" Only the County of Wise, specifically the town of THE Pound was different, where 89.3 percent of the final words were: "Hold my beer and watch this!"

What Do You Think Of Rocker Being Suspended?

Rocker Suspended Until May 1

NEW YORK (AP) - John Rocker was
suspended until May 1 by baseball
commissioner Bud Selig on Monday for racial
and ethnic remarks that "offended practically
every element of society."

The Atlanta Braves reliever also was fined
$20,000 and ordered to undergo sensitivity
training for disparaging foreigners, homosexuals
and minorities in a magazine interview.

The players' union said it intends to fight the ruling.

"Major league baseball takes seriously its role as an American
institution and the important social responsibility that goes with it,"
Selig said.

"We will not dodge our responsibility. Mr. Rocker should
understand that his remarks offended practically every element of
society and brought dishonor to himself, the Atlanta Braves and
major league baseball. The terrible example set by Mr. Rocker is
not what our great game is about and, in fact, is a profound breach
of the social compact we hold in such high regard."

The players' association said it expects to file a grievance over the
penalty, believed to be the longest against a baseball player for an
action not related to drug use since Lenny Randle of Texas got 30
days in March 1977 for punching his manager, Frank Lucchesi.

"I do not believe it is appropriate that I should be harshly
disciplined for my misguided speech unaccompanied by any conduct
on my part," Rocker said in a statement released by his agents. "I
have previously apologized for my unfortunate remarks and stand by
my apology."

A grievance would force the matter before Shaym Das, the sport's
new independent arbitrator.

"We have been in consultation with Mr. Rocker and it is our present
intention to appeal," said Gene Orza, the union's No. 2 official. "It is
literally unprecedented to impose a penalty on a player for pure
speech, offensive though the speech may be. That, coupled with the
magnitude of the penalty, just as unprecedented, makes us optimistic
about the outcome of the appeal."

With the season to start April 3, the suspension technically is to last
28 days. A suspension will not affect his salary, expected to be
between $200,000 and $300,000.

Rocker may go to extended spring training starting April 3 and will
be allowed to pitch in the minor leagues during the first month of the
season.

"It really is about what I anticipated happening," Braves general
manager John Schuerholz said of the penalty.

The 25-year-old pitcher was barred from joining the Braves at
spring training. A high-ranking baseball official, speaking on the
condition he not be identified, said the commissioner's office did
not want Rocker to report with other Braves' pitchers and catchers,
thus minimizing the number of media descending on Kissimmee,
Fla., when camp opens Feb. 17.

Rob Manfred, baseball's executive vice president for labor
relations, disputed that, saying it was not a factor.

Braves president Kasten said he hoped Rocker will not appeal.

"I hope we can separate the legal ramifications from John
personally," Kasten said. "It's most important to get through this
thing and get through it successfully. That's much more important
than winning a couple of days."

Rocker's comments drew a strong response from Braves executive
Hank Aaron and civil rights groups. Several Braves players have
said they expect Rocker to have a difficult time when he rejoins the
team.

"We believe that even after this process is complete, there are still
two hurdles that remain," Kasten said. "John still has to reconcile
himself with his teammates. After that, he has to reconcile himself
with the community. It's not automatic. But with the right effort and
the right attitude, I think it's possible."

The pitcher, whose fine will go to groups that promote diversity,
was ordered by Selig on Jan. 6 to undergo psychological tests, but
the results of those tests have not been disclosed.

Kasten and Schuerholz met about two weeks ago with seven senior
members of the NL champions.

"The consensus in that room was that while they believed Jhn
should be punished in some fashion, they were willing to give him a
seond chance a a teammat," Schuerholz said. "But he must redeem
himself and rectify the wrongs he has done."

Rocker said in a Sports Illustrated story published last month that he
would never play for a New York team because he didn't want to
ride a subway train "next to some queer with AIDS." He also said,
"I'm not a very big fan of foreigners. ... How the hell did they get in
this country?"

He also called a black teammate a "fat monkey."

Braves owner Ted Turner has said Rocker deserves a second
chance, and pointed out the reliever had apologized.

"I don't think we ought to hold it against him forever," Turner said.
"He didn't commit a crime."

Rocker told ESPN last month that he had lost his cool and said
things he didn't mean about New York fans because he wanted "to
inflict some emotional pain in retaliation to the pain that had been
inflicted on me."

Rocker said he was frustrated by Yankees fans who threw batteries
at him during the World Series. He said Mets fans spit in his face
and poured beer on him during the playoffs.

I agree with the suspension..

I also don't think his free speech was violated. Look at it from a purely business point of view. His comment could hurt the Braves team and baseball in public relations and economically. The commissioner has a right to suspend him.

Now if they had taken legal action against him I wouldn't agree with that, but suspending him is fine and I don't think violates his rights at all. He has a right to say what he said, but baseball as a sport has a right to make him pay the consequences he should have expected from saying such narrow minded, bigoted, ignorant things.

Let's face it: If a heavy metal rock band doesn't want their song played as an entry for you, you are a baaaaddd boy. Toy industry representatives at the five-day British
International Toy and Hobby Fair in London said the Wuvvie could
be the biggest seller of the year as children crave more
gimmicky and eccentric toys.

"All the major toy stores are stocking it. Collectibility
is the big thing," said Kim Rankin, product manager at Toy
Options Ltd, makers of the Wuvvie.

The Wuvvie, a wide-eyed interactive toy in need of "wuv";
love; aimed at three- to seven-year-olds, can name her
offspring from over 2000 choices and will sing songs, recite the
alphabet and wobble around with her baby.

"Children are more sophisticated now and their attention
span is so limited. They get bored easily which is why
interactive toys work so well and video toys are so big," said
Emma Carle, promotions manager at Tiger Electronics UK Ltd.

Britons spend an estimated 1.6 billion pounds ($2.58
billion) a year on toys with electronic plush toys the biggest
growth area.

Tiger Electronics is following up on the enormous success of
last year's bestseller, Furby, with "Shelby." Able to
communicate with Furby and Furby Baby, Shelby can speak more
than 80 words and has animated antenna and mouth and eyes which
move up, down and sideways.

Carle said research had shown over 18 percent of Furbies
were bought for adults while children favor them because they
become a companion which captures their imagination.

Other big players in the toy market this year were expected
to be an interactive E.T. and an interactive Yoda, the
diminutive long-eared Jedi Master from the Star Wars films.

Even old-fashioned dolls have been brought up to date such
as the technologically advanced "Amazing Ally," who has an
animated face, can tell a story and remember a child's name and
birthday, thanks to a 32 megabyte chip inside her.

With children increasingly raised on a diet of video,
computer games and the Internet, technology is now part of their
common language and they look for that in their toys, one market
professional said.

"It's the responsibility of toy manufacturers now to
portray the latest technology in traditional toys which is why a
doll is now not just a doll which you cuddle," said Paul Weston
of Vivid Imaginations, makers of Amazing Ally.

"Children want constant stimulation. In the future,
everything is going to become more high-tech and simple ideas
will be made electronic," said Carle.

But will the trend in computer games and interactive toys
mean no more blocks and other building toys?

"Toys like Lego will be with us for another 100 years,"
said Gerry Masters at the British Association of Toy Retailers.
"(Computer games) are challenging in their own way and can live
side by side with old fashioned toys. I don't see why a child
can't play with a computer with a teddy sitting on its lap."

Groundhog predicts more winter weather
PUNXSUTAWNEY, Pa., Feb. 2 (UPI) -- Groundhog Punxsutawney Phil
predicted another six weeks of winter Wednesday morning, emerging from its
winter sleep in rural Pennsylvania.
The animal saw its shadow at 7:28 p.m. on Gobbler's Knob. According
to tradition, if the groundhog sees its shadow, winter will last another six
weeks. If it does not, spring will be early this year.
Winter officially ends on March 21 with the vernal equinox, no
matter what the groundhog predicts.
Townspeople trek up Gobbler's Knob before dawn to have the animal
ready for the day's first rays of sunlight.
The legend is based on a couplet: "If Candlemas Day is bright and
clear, There'll be two winters in the year." Candlemas Day is Feb. 2, and
centuries ago, if an animal came out of his winter hibernation and the sun
was out, it was believed winter would last another six weeks.
In the 1880s, residents of Punxsutawney marked Candlemas Day with a
search for a groundhog. Until 1966, the event was held in secret, and the
groundhog's prediction was interpreted.
Now, the groundhog comes out of his special, heated burrow, looks
around and give his prediction to a Groundhog Club representative, who
translates it for the public.
Phil has been rousted from his winter sleep 111 times before this
year and has seen his shadow 89 times.

VA Death Penalty Opponents Want Gilmore To Follow Illinois' Lead

(RICHMOND) - The group "Virginians for Alternatives to the Death
Penalty" wants Governor Jim Gilmore to follow the lead of the Illinois
governor... and place a moratorium on executions. Group spokesman Henry
Heller says polls show most voters reject the death penalty when they're
given alternatives such as life imprisonment and victim restitution. A
spokesman for Governor Gilmore says there's NO plan to issue a
moratorium on executions here.

I support the moratorium

I support it on religious grounds. I believe the death penalty violates the commandment and puts us down to the level of the murderer. Punishments must be severe, but they must not put us on the level of the criminal or be irrevocable upon presentation of new evidence.

Even guilt does not forfeit a man's right to live. Only self defense or the preservation of life with the death of the criminal being the only way to effect that preservation can, in my view, be sufficient justification for the execution of the criminal.

I believe that abortion, euthanasia, and the death penalty are three of the chief ingredients in the present "culture of death" which has official sanction and continues in a violent cycle to promote the work of darkness. Our culture has a fixation with death, a flirtation with mortality - a beast which feeds upon itself and not only feeds but produces food, which is to be consumed as poison within the collective veins of our society.

I think of the subject and am compelled to admit my own sentence of death, the sentence upon humanity made long ago to which I must one day answer and to which we all have been placed under judgement. No crime makes one more worthy of that judgement than another since it comes surely to us all by the sentence of a just Judge.

It is He who will, with finality, strike the mountains low and lift up the valleys. It is He alone who holds in his hands the keys to death and to life. It is He who's Breath animates the most malicious of men, and who holds title and stock of everything under the sun.

It is man who has always sought equality with Him and for such has always been the subject of the stern and loving correction of His Hand. It is man who wishes to be the jury and the executioner, dealing and determining the extinguishing of the flame of God's own Breath within the bosom of man. It is man who has built the tower, but it is God who will scatter them for it.

It is man who picks up the stone but God who bids the first of us without fault to throw it.

Man cannot deal in what he does not own. He must not consider himself sovereign enough to be placed in the place of judgement over a man's life to extinguish it in vengeance and not in defense as is commanded. He must remember that in his dealings with other men, he is handling the Temple of God.

The culture of death must end.

Woman Orders Dog To Bite Boy

McLEAN, Va. (AP) -- A woman apparently upset that a boy
knocked down a snow fort on her property had her dog attack the
child, Fairfax County police said Wednesday.

The 12-year-old McLean boy was treated for a puncture wound and
bruises on his back.

"This is the first time I've ever heard of someone having their dog
attack a child,'' Officer Julie Hersey said.

Linda Burchfiel, 46, was charged with misdemeanor assault and
her Australian shepherd Gus was ordered impounded for 10 days
following the incident Monday, Hersey said. There was no fear of
the boy getting rabies because the dog had received its
vaccination.

The boy and a friend were playing with two others when the
12-year-old accidentally knocked over the snow fort, Hersey said.
Burchfiel came out of her house, ordered the dog to bite and then
threw snowballs at the boys, she said.

Takeing a day off.

I am takeing a much needed day off. the railroad give's us tw0 whole weeks off for vacation, and 2 day's off for personal day's at their discreation. They expect us to be ready for work 349 day's a year, every 8 hour's. The only way we get a day offf is by takeing off sick! This is my first day off in a month. I hope I don't sound like I am crying, I just hope you all watch yourselves at the railroad crossing's and hope someone is awake!!!! Please contact your Congressman and say you agree that you think it id o.k gor us to take time off after working 7 day's straight. They are wearing us out!!! Thank's Moon.

I agreed with the article about impatience being the number one killer, but their is other thing's involved. The spokesman for the Union Pacific didn't mention that they have a large portion of their workforc laid off while working the rest of us every 8 hour's. They hired these people to appease the federal govt. because of all the trainwreck's. As soon as the federal govt. got off their back they began laying off everyone they hired. We are working tired plus Union Pacific Railroad as well as maybe other teaches their engineer's not to hit the brakes untill they feel the impact, so it doesn't delay their train's!!! This made me sick!!! Believe me friend's I am awake and attentive at every railroad crossing, and I hope you are too!!!

ST. PAUL, Minn. (Reuters) - Minnesota Gov. Jesse Ventura, in
remarks published in the March issue of Playboy Magazine,
says gun control advocates are ignorant about human nature.

The one-time professional wrestler, who has a permit to carry
a concealed weapon, noted that he had a sign posted in his
home reading "We Don't Dial 911" -- apparently to warn
intruders that he will take care of them himself rather than
calling police.

"You think taking away our guns is going to eliminate man's
hostility toward man? Not true," Ventura said in the interview.
"Gun control people don't know what they're talking about.
They're ignorant. They believe things without researching or
understanding."

"I hear (talk show host) Rosie O'Donnell say, 'Why should you
be allowed to have a gun that shoots 20 bullets a second?' You
can't," Ventura said. "An assault weapon doesn't shoot 20
bullets a second. It's semiautomatic, the same as a deer rifle."

"She's perpetuating a lie that half of the ignorant people out
there are going to believe," he added.

Ventura made the comments last fall, and most of the interview
was published in Playboy's November issue. He made
headlines at that time for calling organized religion "a sham
and a crutch for weak-minded people."

In the newly published portions, Ventura, whose election as
Minnesota's governor on the Reform Party ticket shocked the
political establishment, said the United States wanted to keep
Iraqi President Saddam Hussein in power so it could maintain
a presence in the oil-rich Gulf region.

"We won't take him out. We have to have our military presence
on the world's oil, which is our lifeblood," the former Navy
SEAL said. "If we don't have Saddam over there, the Arab
nations are going to tell us to get lost."

Ventura told the magazine he favored cremation, calling
cemeteries "the biggest waste of land going"; said he only
drank alcohol once or twice a year, but when he did, it was to
get drunk; and predicted that if marijuana were legalized, "we
could build all the pro stadiums we'd need and probably a
bunch of schools too" with the profits.

Asked if he had ever "lusted" in his heart -- something that
former President Jimmy Carter once confessed to in an
interview with the same magazine -- Ventura said:

"You can look all you want. It's that old thing: You can look at
every new car, just don't stick the key in the ignition. That's
human nature."

Asked if he and his wife had ever "fooled around" in his office
at the state capitol building, Ventura said: "No, I can do
anything I want, but we've never had the opportunity. Not
saying we wouldn't."

Although I have no love for either Jesse Ventura or Jimmy Carter, both men were interviewed in Playboy. Most of the things Jesse says are pure hogwash, but a few of his ideas have merit. I guess we simply have to weigh the good against the bad, but in Jesse's case the bad outweighs the good.

Today's politicians tell the voters what they want to hear, to garner votes and make it to the top (no, I'm not gonna mention Slick Willie). ...I think that Keyes has the best ideas overall but he, like Pat Buchanan of a few years ago, is not electable at this point in time. For the Democrats, the only difference I can see between Bradley and Gore is that Bradley seems to be more truthful and true to his convictions, however misguided they may be. Regardless, I think the presidential race will come down to Bush and Gore.

And I'm not afraid to say what I think although it might be deemed pollitically incorrect! To go through your list I think" Bush, I don't trust him and I don't know why, I just don't think he look's honest and he has to much money backing him. In short I think he is a phoney. I do like McCain partly for his Millitary carreer and because he seems honest. I like Keyes because he seem's to have conviction and because he seeme's to stand for what he believe's. I can say before Keye's I would never vote for a black candidate but he has change'd my mind for speaking what he believe's is right. Forbe's sound's good but I don't trust him either because he come's from big business, and big business is ruining everything for us common folk. I have nothing to say about Bauer, something's he say's sound's good but I would hate to see his face on a dollar bill!!! How's that James for my summary?

I think the same of Bush and was pleased to see McCain win the primary. I think he is a man of integrity and even though I wouldn't vote for him for President, I think he is far and away the best candidate in the Republican field.

But from what I understand McCain has this one sewn up. I like Keyes and would vote for him if given the opportunity but I don't think I'll ever get the chance. I'll take Bush and be happy with him, though. He has leadership qualities and I'm sick of tax and spend liberals...SICK of them! Gore is a bore and Bradley doesn't have a chance. Right now, we're observing the set-up for Hillary in 2004...she and Bill want Gore to get the nomination and lose the election so Hillary can win in 4 years. It would kill them to see Bradley get the nomination because Bradley would have a better chance to beat Bush, lessening Hillary's chances in 4 years. Oh, and in the meantime, Bill will be volleying for the top banana of the New World Order.

If it's possible for him to run again, I'll bet he could get the Dems. nomination and win. Remember, this economy simply cannot sustain its present momentum for another 4 years, regardless of who is in the White House. What an opportunity for the "Come Back Kid" with that tried and true slogan: "It's the economy, stupid!" ARRRGH! Wish I hadn't thought of that.

No, he cannot run again..

He was elected twice and cannot be elected to the presidency again without a constitutional amendment, which isn't likely to happen in his lifetime.

You perhaps are thinking of the Virginia Governor who cannot serve two back to back terms, but may wait 4 years and then run again.

As for Hillary wanting the White House, I have no doubt of that. That may also be another example of when I might just leave it blank or look for an alternative. I don't think Hillary is presidential material or even electable.

Usually, if someone is conservative, they are thought to be Republican because MOST Republcans are conservative, and the same can be said for liberals and Democrats. My favorite idea man is

Allen Keyes. He really tells it like it is. I find very little that I disagree with him on. But politics is all about winning elections and the country wouldn't accept Keyes at this time. Too bad. That said, I really like George Bush. He has strong character and leadership qualities -both of which the country desperately needs. And he is electable.

I believe the race will come down to Bush v Gore. Bush should win by a fairly good margin. But Gore will be a tough candidate. The liberals really haven't had a candidate for several years and will pee all over themselves with glee at being able to vote for ol' tree hugger Gore.

Bush was expected to lose the NH primary, but I don't see anyone beating him out of the Republican nomination. I think both Bush and McCain are men of character and integrity and both men would be vast improvments over what we've had simce 1992. Gore is way too extreme on the socialist side and, believe it or not, Bradley is even further left than Gore. As someone else said, the important thing this time is to elect a Republican because if a pro-abortion Democrat (which both Gore and Bradley are) is elected, they will nominate two or three supreme court justices and baby murder will continue and probably even escalate for the next fifty years. Think about it and put your heart into the next election.

Bush was not expected to lose by that huge a margin, that was a total shock to the Bush camp.
And what you said about abortion is very true. That is the only thing which gives me pause about either Democrat candidate, and it is a very serious matter.

The Democratic Party must regain the moral high ground on the issue of abortion. It is not something which the Democratic Party historically
has supported and the current support of it is nothing other than the taking hostage of a large sector of the party by the extreme "feminist" activists.

I disagree even with calling the pro-abortion on demand women "feminists." There is nothing feminine about killing your child. Femininity comes by motherhood not murder, although I understand there are many difficult cases which are very hard choices by the mother. Life is the answer, not the continued culture of death.
