You could rig a Tee at your fuel line output location from the tank and draw from it though an elec fuel pump, through a large strainer, and back into the tank though a rubber hose, and just let it run hour upon hour while on board at the dock, just to be able to keep an eye on it. That could get a lot of the debris out, but it wouldn't get the "slosh" unless you rocked the boat whild at the dock, which is also possible too. Neighbors might begin to wonder, ha ha.
You could also run a free line into the tank, up to an elec fuel pump, through a filter, and right back down the same hole, and just let it run while under supervision at the dock.
If the sidewalls of the tank have a lot of flake or gumballs, etc., this might be a waste of time but I just had the idea and thought I'd toss it out. I guess it depends on the quality of fuel you get when drawing out from the bottom as Paul noted. If you see debris, might be an idea.
