I agree with your comments. I would have a tendency to use new springs, but again, if the darn things are from Taiwan, then I'd have to give it some more thought.
I've heard valve seats are not needed unless you're running fast, or running hard for long periods of time. Since a boat is always running "uphill" that gives me a bit of a pause, but I really don't think they're working all that hard with the gear reduction transmissions we're using.
