"wrong props"

If you have both motors and they "both" don't want to go over 3200, you have the wrong props on the boat. That's my hunch. I'll bet a box of Twinkies that you haul the boat, check the props, and they're wrong for the hull and weight. I doubt if you have the timing on both motors so far off they both are running poorly. I could certainly be wrong, but a loaded 35 hull should scoot with Q motors.
