After looking at my installation this springtime, I believe the pressure valve is there as a higher pressure bypass, in a system designed to give priority water to the actual motor block first, at lower speeds. As speed increases and pressure builds up, then there is a bypass to dump out more water instead of causeing the system to become pressurized against the pump.
That is my opinion.
