Was probably copper originally, but rubber is OK and meets code as long as it is USCG Type A (has a red stripe printed on the hose, and about every foot it is ID'ed as USCG Type A). Also be aware that you cannot use a rigid fuel line (copper) between engine and boat structure -- that section is required to be flexible.
We removed most the copper fuel lines on our boat (all except for a section feeding the genset) and replaced with the above rubber fuel lines. Our copper lines had been tapped into to add a third fuel tank, and otherwise modified such that our fuel supply plumbing was a rats-nest of fittings and tubing, with plenty of unnecessary opportunities for fuel or air leaks.
