You got the crossed spark plug wire thing already, but you may not have checked the connections at the plug itself or at the distributor cap. Some of the cheap setups that use carbon conductors just bend them over and crimp, and this works fairly well, but the cap itself can get corrosion inside the connections. Sorry for rambling. Bad fuel filter an cause missing of sorts, a crack or burned tips on the underside of the distributor cap can cause problems, bad ignition points of course, carb float valves that are incorrectly adjusted, and sticking valves are things that can cause issues. Paul noted the worn camshaft issue too. We are assuming you have the boat properly timed, naturally.
It could be any one of the issues noted, or it could be two or more of them working together. It is a challange to find some of these issues and keep a old boat running smoothly.
