| If the engine runs with the idle screws all the way in, you've got a vacuum leak. This will also cause a backfire and rich running. Get a vacuum guage and compare both engines, this will confirm it.
My bet is the base gasket. Hope you replaced it when you changed carbs. There's also a small port at the base of the carb used to hook top a vacuum advance, make sure it's plugged. Also check the PCV connection and grommet in the valve covers. Could be the intake to head gasket too.
