The early SBC motors were all solid lifter designs. The 283 and 327F manual indicates valves are to be checked every 100 hours of operation, and clearance adjustments should be made when the engine is hot, with the intake at .008 and exhaust at .018
The way I check valve clearance is to run the engine hot and check them while the motor is running. Naturally, if you are unable to start and run the motor you will have to rotate it by hand and check clearances when the lifter is on the heel portion of the cam.
My method of checking while hot can be found here, it's the same prodecure for the solid lifter 427 big block or the solid lifter small blocks.
