Tom I agree, topping the tanks is the best thing to do.
This does a couple things that work in our favor. It limits the exposed top surface of the fuel pool, and that is where you get absorption of water into the fuel mix. That, along with a good additive, is about all you can do. If you have a half full tank of gas, you have a very large exposed top of pool there for gasseous exchange, and you also have a dome above that pool for condensation, and both can lead to more water content to the fuel tank.
