Looking at the diagram shows the raw water goes to the heat exchanger, directly to the oil cooler, and out. The faster the motor spins, the more water goes through that circuit. At some point the system must pressurize, and the only reason I can figure for the pressure valves is probably like Charlie said. Seems like you would not really need them doesn't it? Wonder what would happen if you took them out?
