First of all, if you're fortunate to find a nice 25' Lancer, I would not let the odd chance of a ticket spoil your fun. In the overall cost of the boat the ticket won't matter and the chance you'll get one is probably pretty slim. Police generally give people a break when they're towing, unless you're just crossing the line and hogging the road. Many of the lawn care trailers I see are wider than that, and they seem to get by.
I would love to have a 25' Lancer, especially if I could find one with twin engines in good servicable condition. It would be worth the rebuilds just to have a boat like that. Big runabout, husky build, great rough water boat. Now as for the 23 Lancer, may even be a better rough water boat. I am interested in seeing how our compadre Eric Jensen likes his, and then I may follow suit.
