Response to This states the obvious but does show the inherent favoritism towards female athletes

"Football should be exempt from the scholarship configurations of title ix. Yes, football gets some 84 full scholarships but with rare exceptions those 84 players generate revenue that fund almost every colleges athletic program, including all female sports"

Not according to the NCAA. Their 2003 study "the Empirical Effects of Athletic Spending" says only about 60% of programs generate any "positive net revenues", with the average net being under $2 million. Fewer than 10% of programs generate enough revenue to substantially support other athletic programs.
