The coach plays a very large part in determining the out-of-conference schedule. Baker opted for a challenging one; many coaches do not. That's why UGA was ranked 38th, despite an 11-11-1 record. In short, strength of schedule matters!
BTW, UNC does play FSU every year -- they're both in the ACC. Their out-of-conference schedule is tough. Every year.
