The NLI is a 1-year contract, renewable at the pleasure of the university, that lists the commitment between the school and the student, i.e. "We'll give you $XXX.xx, to play soccer for 1 year, and in return you agree to do XYZ".
If a student does not receive athletic funds, and is attending school with other means (HOPE, other scholarships, loans, cash, etc.) then there is no NLI, since the athletic department is not investing in the student.
The student is still bound by the NCAA rules for eligibility, so that paperwork still needs to be executed.
