While I agree that the top D2 teams can compete with the mid and low tier D1 schools don't use results of spring games as a measuring stick.
These are exhibitions with many variations in rules. Some go 3 thirty minute periods, games back to back for some teams while others have a rest in between, some teams will use graduating seniors to have enough players for subs; etc.
If you look at the funding level; scholarships, coaching budget, travel and other budgets you will find that there are some D2 schools that are better funded than the Mid and low tier D2 schools. Even though the D1 school is allowed to fund more it may not.
