| NCAA schools can not announce a player unless they sign an NLI and a scholarship offer from the financial aid office. A player can also be announced if they are accepted at that school and have sign the letter of acceptance to attend. If it is not any of these then a school can not publically announce any signees. So yes a lot of schools do not follow rules. |
