You must either be really naive or believe that coaches haven't figured out how to get around these silly rules.
The "rule" says that "Prior to August 1 of a prospective student-athletes senior year in high school, an institution shall not provide a written offer of athletically related financial aid or
indicate in writing to the prospective student-athlete, that an athletically related grant-in-aid will be offered by the institution.
That does not mean that the college coach can't let the club coach know of this information.
Same as the college coach letting the club coach know that he will be available and such and such time on Tuesday for the prospect to call his office. That way the college coach does not call the student.
BTW, you do realize that all of these "who call who and when" are self-policing rules? There is nobody looking at the coach's phone records to determine who he/she called and when. So don't get all hyper about these things.
What the rules say and what actually happens in real life are not always the same. Just look at your latest tax filing.
