Will the Box Canyon fall still be flowing

We are going to be in Ouray December 7th and 8th. Will the falls still be flowing? And, is there a good coffee shop/breakfast/dinner place. I drove through Ouray years back during the summer on 550 to Durango, How is that highway in December?
