What's that thing before exit 52?

Did you ever notice that right before the exit for Summit West on eastbound I-90, there's a funny looking little tower with a ladder and hut-shaped covering that looks like just a brown tarp? Ever notice the two wires coming out of it that makes it look like it might be a ski lift for squirrels?

I was just about ready to post a question here to ask if anyone knew what it was, and then lo and behold on the front page of the Saturday 1/14/06 King County Journal was an article that explained that it's one of the pulley bases for the avalanche control system along I-90.

Unfortunately, the online version doesn't have the pictures shown in the printed version. Just the same, it's well worth reading, despite the clearly erroneous statement "He received a college degree in zoology and was working at an electronics company in Seattle before starting avalanche control work at Alpental ski resort at Stevens Pass." Huh?
