The reality is the Sierra club will respond and oppose ANY development in these areas whether there is any real basis to oppose it or not. Thats just what they do, they didnt used to be that way 15- 20 years ago, but thats how they are today. I work as a biologist and have for 20 years dealing with these types of groups and they have definitely become more confrontational and willing to oppose anything as a knee-jerk reaction. Most of them use the tactic of trying to drag out the reviews and re-reviews of these things forver to try to bleed a project dry of cash before its ever permitted. From someone who works in these issues everyday I can tell you there is a whole lot of time, money and energy wasted on many projects, often over the most trivial issue. Its one of the main reasons a home is so expensive here in WA, the permitting costs associated with this kind of stuff.
