They could be spending enough to to the site prep and lay the foundations now, then wait to install the lift stations and towers next summer.
Those are surveyor marks, not construction markings.
(The mystery symbol on Flicker pic #2 is "Center Line" with dead center being the middle dot, and the long leg of the L indicating straight up or forward. )
Marking Paint color code:
Pink = Surveyor markings
While = Dig here
Red = Electricty
Yellow = Gas, Oil, Steam, or Chemical
Orange = Telecom (wire or fiber)
Blue = Water
Green = Sewer
Purple = Non-potable water or Slurry
