help in cutting relaxed hair and highlights

so im in the middle of regrowin my hair. last time i had a relaxer done was july 2002. my regrowth is up to my shoulders. i was wondering if i should wait for this summer to cut off the relaxed ends or if it would be ok to cut it off now. im scared that if i cut it off now it'll be ugly and puffy cuz it'll be too short.
i also want to highlight my hair. i havent had it done b4, so i would liek to know which color will be good. my hair is super duper black, but i dont want anythin too dramatic liek blonde highlights. i know there different ways liek foil v. cap, so i also want to knwo which way is best or whats the difference between the 2.

ok, so you say you haven't had a relaxer since 2002? Well, to tell you the truth, the relaxer is still in your hair(i'm sure you know that) if you want to do some highlights, you will have to use a 20vol developer because if you still have relaxer in your hair, it may begin to break off. You don't necessarily have to cut the perm out of your hair because it should be faint enough to not be damaged from a 20vol developer when u do your hair. I wouldn't suggest using a bleach when you want to lighten your hair. You might have to settle for something with like a level 4 or 5(those are the level of the color with 10 being the lightest) Only because your hair is so dark now, and the only thing that will lighten your hair really light is bleach. So you shouldn't go that route sweety. Hope this info helps you out a bit.

I would highly suggest that you cut the perm off of your hair, and maybe see a natural stylist who can color it and give you a cute style. As long as you keep that permed hair at the bottom, it will eat away at your natural growth. Good luck!!

Cap is easier and less messier. Foil looks more natural b/c you can get really close to scalp. but the method used depends on the lenght of your locs. If your hair is short you'd use a cap. If you hair is medium (shoulder) lenght you can go either way it depends on person doing your hair. If it's past your shoulders foil b/c your hair will tangle if you pull it through a cap on a person with long hair
