There's been a few discussions on this, I use acryllic which I mix with a lume powder, Not a brilliant glow but it is there.
I use a very thin paintbrush which I used but haven't cleaned (i.e. it's brick hard) and apply from the back of the hands.
Less is more in these cases. I try to apply in one fluid motion letting the paint do the work. Sometimes I rub down from the front if needed.
