questions regarding quality of parts and "adjustments"

first, why are manual timex movements marked unadjusted (or not marked at all) after having been tested at the factory? second, regarding quality of parts, i bought a cheap quartz whose second hand can be almost one second off the mark on one side of the dial then go back to being exactly on for the rest of the minute. it has repeated this since i got it a few years ago. keeps time like a quartz, of course. can it be that the wheel driving the second hand is poorly made and the spacing of the teeth not equal? is there another possible reason? the printing on the dial seems well done and the second hand has no play. does the same thing in any position. on my timex quartz that wasn't on the markers i moved the second hand, and it's been on all the markers ever since. any opinions? just curious, tim
