Senator Ellis has introduced SB 349, which applies only to counties with population 3.3 million or more (basically,Harris county/houston.) It reads in part, "The commissioners court of a county by order may prohibit or otherwise regulate in the conty the keeping of pets the court determines are dangerous." In other words, if the commissioners court determines that a particular breed of dog is "dangerous," they may ban or regulate the breed in the entire county. This is yet another not-so-subtle attempt by Ellis to get around the state law prohibiting BSL(remember 2005?).
