The creation of an autonomous Macedonia, which later would be easily incorporated in Bulgaria, was the hided aim of Bulgarian souls. So, since they wouldn't say clearly "Macedonia to Bulgaria", they raised the banner "Macedonia to the Macedonians".
Some peoples were trapped and collaborated with Bulgarians.
The non-existence of "ethnic Macedonians" is proved by the fact that there were no "Macedonian" deputy in Ottoman Parliament of 1908: http://www.network54.com/Forum/415923/message/1155909477
