troublemakers sabotaging boards

I am curious if a board can be shut down simply due to one user complaining about it, without so much as a glance by TOS staff, or if any attempts are made by Network54 to verify legitimacy of TOS complaints.

A known troublemaker has bragged about having similar forums shut down and is doing her best to sabotage our forum. Though I have made every attempt to block her from posting, it might still be possible for her to make unfounded accusations about inflammatory content, etc, and I'd hate for the board to get shut down without any notice at all.
