Hole on the trackguard of type 97 medium

I was looking at a preserved type 97 medium Chi-Ha (Shinhoto) and on the front left mudguard there is a 5cm. diameter hole on the right(inner) edge about half-way along. Directly under the hole are two 'T' shaped items, one just above the track and one just below it. They look as if something is tied off on these.

Does anyone know the finction of this hole?
