They can refuse to ship pistols, but not rifles.
It's in their charter to ship long guns of ANY persuasion. If they refuse, you can get them in trouble.

I've shipped rifles UPS, nationally as well as internationally. But I have mostly used USPS for the International stuff.
You NEED TO KNOW the rules of the receiving nation, like Canada or UK and you will be asked for paperwork. But I have had good luck and good service from the USPS.
As the commercials say: "Your mileage may vary depending on your driving habits and location of residence"
