I hear ya on stuff flowing downhill to varying degrees at the clubs. Seems like the majority of the clubs are going to do what they want locally with interest in some patterning to a National/Regional Guideline Set but not necessarily embracing and adopting the whole set once finalized.

Conspiracy/Collusion/Backroom Deals is something that I have not seen or heard of at/in the PFT Discussions involving the Committe, it's truly been Open & Notorious Discussion! Not everyone agrees on everything mind you...

I have no doubt that Collusion and Conspiracy could occur at club level rules making where actual voting with results are revealed. Then the pattern and profile you have discussed might shine through plain as daylight with '"old heads" protecting their turf...
