I would agree with your interpretation of the rules. But the AAFTA BOG thinks differently.
The rules themselves are probably fine. But they should not have to be "interpreted". Just plain and proper use of the English language would work. It sounds like the comitee that wrote them was trying to be polite. There are unqualified "may"s used. To me, that implies a choice or a possibility. If they want it to be an imperative, I would expect to see "shall" or "must" used instead of "may".
If lasers really are not allowed in any division, just say so in the rules.
If lasers were legal in HFT (and could be seen in daylight), I would make a sight that projected a model of the pellet trajectory above the target. Almost like a hologram. Then you just aim where the low point intersects the target. No worry about holdover or range. Wait.. I still have to calculate my hold off for wind. And I need the range for that. Oh well.
